The specialist will be prepared for frequent deployments to various missions, taking on a critical role within the mission's organizational structure or serving as the Emergency Coordinator. This position is essential for ensuring the quality and effectiveness of Action Against Hunger's initiatives during deployment missions.
The individual will be tasked with managing emergency response efforts, including the design, programming, operations, security, and stakeholder engagement. They will be accountable for developing, coordinating, and overseeing all emergency response activities, as well as managing the emergency donor portfolio and budgets, alongside staff development.
In instances of gap filling, the expert will swiftly occupy a key emergency-related vacancy, ensuring that critical action points are addressed until a long-term candidate is identified.
While stationed at headquarters, the expert will engage in lessons learned exercises and contribute to capitalisation documents, providing insights from a field perspective. They will also support the management of the AECID-funded Emergency Programme and its objectives at the HQ level.
Reporting to the Deputy Head of Emergency Pool, the Country Director, Deputy Country Director, and/or the Geographical Desk, as appropriate.
Key responsibilities include:
Objective 1: FIELD DEPLOYMENT / NEEDS ASSESSMENT & EMERGENCY RESPONSE PLANNING Tasks: Conduct exploratory missions, rapid assessments, and design emergency response strategies. Collaborate with the Geographical Desk, Country Director, Technical Coordinators, and program staff to ensure that exploratory missions and emergency assessments are executed effectively. Develop integrated emergency response and exit strategies based on these assessments. Assist the Country Director in securing donor funding for emergency initiatives and oversee project design and proposal preparations for institutional and public funding. Objective 2: FIELD DEPLOYMENT / EMERGENCY RESPONSE MANAGEMENT Tasks: Oversee program direction, supervision, and coordination. Lead the beneficiary selection process in accordance with humanitarian standards. Ensure high-quality program implementation through the development of a monitoring plan. Prepare regular reports on project activities for internal and donor purposes. Objective 3: FIELD DEPLOYMENT / TEAM MANAGEMENT & LEADERSHIP Tasks: Manage and lead the emergency response team. Collaborate with the HR Coordinator to establish and maintain HR management systems for emergency response staff. Ensure all personnel are well-informed about security protocols and local cultural norms. Conduct performance evaluations and provide regular feedback to staff. Objective 4: FIELD DEPLOYMENT / PROGRAM SUPPORT MANAGEMENT Tasks: Ensure compliance with organizational policies and procedures in program support functions. Monitor the operational environment for security threats and advise relevant stakeholders accordingly. Objective 5: FIELD DEPLOYMENT / GAP-FILLING Tasks: Represent Action Against Hunger in your area of responsibility and oversee all activities, staff, and assets. University degree in a relevant field. Valid HEAT training or similar - ESSENTIAL. Extensive managerial experience, including oversight of multi-million-dollar budgets. Proven ability to lead multidisciplinary teams in high-pressure environments. Strong negotiation skills with local authorities and donors. Minimum of 3 years in similar roles or mid-level operational management experience – ESSENTIAL. Experience in both field and HQ settings is an ASSET. Proficiency in Spanish, English, and French is COMPULSORY. Up to 70% field time required.Our compensation package includes:
