The selected candidate will be prepared for frequent deployments to various missions, taking on a critical role within the mission's organizational structure as an Emergency Coordinator. This position entails ensuring the quality and effectiveness of Action Against Hunger's programs during deployment missions.

The individual will be tasked with filling mid-level managerial roles within the mission's hierarchy or serving as an Emergency Coordinator, Field Coordinator/Head of Base, or Programme/Project Manager, with responsibilities for overseeing the quality and impact of Action Against Hunger's initiatives in deployment scenarios. Depending on the candidate's qualifications and experience, there may be opportunities to assume higher-level managerial roles, contingent upon validation by line management and in consultation with the Geographical Desk and Country Director.

In emergency situations, the expert will take charge as Emergency Coordinator, overseeing the comprehensive management of Action Against Hunger's emergency response program within the mission. This includes design, programming, operations, security, and stakeholder engagement. The role involves developing, coordinating, and managing all emergency response activities, as well as overseeing the mission's emergency donor portfolio and budgets, along with the development of emergency response personnel.

When stationed at headquarters, the expert will engage in lessons learned exercises and contribute to capitalization documents, offering insights from a field perspective. Additionally, the expert will assist in managing the AECID-funded Emergency Programme (Convenio) and its associated tasks and objectives at the headquarters level.

Reporting to the Deputy Head of Emergency Pool, the Country Director, Deputy Country Director, and/or the Geographical Desk, as appropriate.

Key Responsibilities:

Objective 1: FIELD DEPLOYMENT / NEEDS ASSESSMENT & EMERGENCY RESPONSE PLANNING Tasks: Conduct exploratory missions, rapid assessments, and design emergency response strategies. Collaborate with the Geographical Desk, Country Director, Technical Coordinators, and program staff to ensure coordinated emergency assessments and develop integrated emergency response and exit strategies. Assist the Country Director in securing donor funding for emergency initiatives and oversee project design and proposal preparations for institutional and public funding. Maintain ongoing monitoring of the evolving humanitarian emergency and adjust activities accordingly. Objective 2: FIELD DEPLOYMENT / EMERGENCY RESPONSE MANAGEMENT Tasks: Ensure effective program direction, supervision, and coordination. Lead the beneficiary selection process according to humanitarian standards and oversee the implementation of various sectoral activities in a coordinated manner. Prepare monthly activity reports and regular updates for internal and donor stakeholders, while supervising administrative procedures, accounting, logistics, and security management in collaboration with the appropriate coordination level. Objective 3: FIELD DEPLOYMENT / TEAM MANAGEMENT & LEADERSHIP Tasks: Manage and lead the emergency response team, ensuring compliance with HR management systems. Provide thorough briefings for incoming staff on security, social and cultural norms, and local conditions. Foster effective teamwork and staff morale, conducting performance evaluations and offering regular feedback and mentoring. Objective 4: FIELD DEPLOYMENT / PROGRAM SUPPORT MANAGEMENT Tasks: Ensure that program support functions align with Action Against Hunger's policies and procedures. Monitor compliance with host country legal and statutory requirements and coordinate with logistics and security teams to establish necessary infrastructure and ensure safety protocols are followed. Objective 5: FIELD DEPLOYMENT / GAP-FILLING Tasks: Represent Action Against Hunger in assigned responsibilities, overseeing all activities, staff, and assets. Enhance the relevance and impact of programming based on the organization's mandate and country strategy, ensuring adherence to procedures across departments.

Are you a fit for this role?

University degree in humanitarian or management-related fields. Valid HEAT training or equivalent - ESSENTIAL. Extensive managerial experience, including oversight of multi-million-dollar budgets. Proven ability to make complex decisions and lead multidisciplinary, multinational teams in high-risk environments. Strong skills in representation and negotiation with local authorities and donors (minimum: FieldCo or Head of Base level). Comprehensive understanding of the humanitarian emergency operational context, including Sphere standards, the humanitarian system, donor relations, security, and program management. Experience in Emergency Response MEAL is valued. Technical expertise is also valued. Minimum of 3 years of relevant experience in similar roles or at least mid-level operational management and coordination (FieldCo, Head of Base, or higher) – ESSENTIAL. Experience in both field and HQ settings (flying, roving positions) is an ASSET. Proficiency in program design, proposal development, budgeting, and reporting to donors and stakeholders – ESSENTIAL. Experience in managing field operations and project implementation at the field level – ESSENTIAL. Proven experience in inter-agency coordination, representation, and negotiation with state and non-state actors, including local authorities and partners – ESSENTIAL. Experience working in volatile environments with strict security constraints – ESSENTIAL. HR management, conflict resolution, and problem-solving experience – ESSENTIAL. Proficiency in Spanish – COMPULSORY working language, spoken, read, and written. Proficiency in English - COMPULSORY working language, spoken, read, and written. Proficiency in French - COMPULSORY working language, spoken, read, and written. Willingness to spend up to 70% of time in the field and 30% in HQ/remote. Field deployment length: up to 2 months with 24-hour notice for sudden emergencies, based on prioritization set by the emergency pool. Breaks according to Emergency Pool policy.
