CRAG is a distinguished research institution dedicated to pioneering advancements in fundamental and applied plant and farm animal sciences. As a Consortium of the Spanish National Research Council (CSIC), Institute of Agrifood Research and Technology (IRTA), Autonomous University of Barcelona (UAB), and University of Barcelona (UB), CRAG is situated at the UAB Campus and currently comprises 200 members from diverse backgrounds worldwide.

The research initiatives at CRAG encompass a broad spectrum, from foundational science to practical applications utilizing plant experimental models, crops, and farm animals, leveraging extensive genomic technologies and vast genetic and genomic datasets.

Role Overview

The Center for Research in Agricultural Genomics (CRAG) is seeking a Procurement and Tender Management Specialist, reporting directly to the Head of Finance.

The primary responsibility of the Procurement and Tender Management Specialist is to efficiently manage and oversee all procurement and tendering functions within the organization. This role entails ensuring compliance with established protocols, policies, and regulations while facilitating the achievement of objectives set by research teams and services at the center. The specialist plays a vital role in supplier negotiations, advising center personnel on tender planning, and fostering a collaborative knowledge-sharing environment. Furthermore, the position involves contributing to the enhancement of operational methods, processes, and overall efficiency in procurement and tendering. The specialist's efforts are directed towards supporting the organization in fulfilling its objectives while ensuring adherence to relevant public sector contract laws and internal guidelines.

Key Responsibilities

  • Strategically plan and coordinate the activities of the procurement and tendering department, ensuring compliance with established procedures and policies.
  • Prepare tender documentation in accordance with public procurement laws and ensure publication in the Contractor's Profile and other official platforms.
  • Oversee contract compliance and monitor performance indicators for the procurement and tendering unit.
  • Ensure adherence to both internal and external regulations governing procurement and tendering processes.
  • Manage and coordinate center tenders, promoting knowledge sharing among team members.
  • Assess negotiation strategies with suppliers and conduct comprehensive market analyses.
  • Provide guidance to center personnel on tender planning and secure necessary permits for sample import/export.
  • Maintain the ERP product database and assist in inventory management.
  • Collaborate with institutions to refine operational methods and processes.

Qualifications

  • A university degree in Law, Business Administration, Economics, or a related field.
  • Proficient knowledge and management of the Public Procurement Services Platform of the Catalan Government and the public contracts register.
  • 3 to 4 years of relevant work experience.
  • Familiarity with SAP Business One is advantageous.
  • Experience in a research institute is positively regarded.
  • Background in a scientific activity center and laboratory management is considered beneficial.
  • Strong understanding of procurement regulations and market analysis.
  • Excellent verbal and written communication skills in at least Catalan, Spanish, and English.

Working Conditions
