Public Procurement Specialist

We are seeking a highly skilled Public Procurement Officer to join our team at the Barcelona Institute of Science and Technology (BIST). As a key member of our Technical Management Support Area, you will be responsible for managing the procurement process for services, supplies, and works, ensuring compliance with Law 9/2017 of 8 November, on Public Sector Contracts.
Main Responsibilities- Develop and manage procurement files from start to finish, including drafting specifications and administrative files.
- Attend contracting tables and manage contractual extensions and terminations.
- Study and manage special appeals in public procurement, ensuring warranty management and compliance with legal requirements.
- Collaborate with the ICN2 General Manager on legal issues, preparing compliance procedures and anti-corruption guides.
To be successful in this role, you will need:
- A Bachelor's degree in Law, with a Master's in "Acceso a la abogacía" and specific training in public procurement and/or administrative law preferred.
- Between 2-4 years of experience in administrative law and public procurement in a law firm or public administration/public sector.
- Excellent communication skills in English, Catalan, and Spanish.
