Role Overview
The Center for Research in Agricultural Genomics (CRAG) is seeking a Procurement and Tender Management Specialist to work under the guidance of the Head of Finance.
The primary responsibility of the Procurement and Tender Management Specialist is to efficiently manage and oversee all procurement and tendering operations within the organization. This role entails ensuring adherence to established protocols, policies, and legal requirements, while also facilitating the objectives set forth by various research teams and services at the center. The specialist will play a vital role in supplier negotiations, advising users on tender strategies, and fostering a collaborative knowledge-sharing environment. Furthermore, the position involves contributing to the enhancement of operational methods, processes, and overall efficiency in procurement and tendering activities. The specialist's contributions are essential for the organization to achieve its objectives while complying with the Public Sector Contracts Law and internal guidelines.
Key Responsibilities
- Plan and coordinate activities within the procurement and tendering department, ensuring compliance with established procedures and policies.
- Prepare tender documentation in accordance with Public Procurement Law and ensure publication in official channels.
- Monitor contract compliance and assess performance indicators for the procurement and tendering unit.
- Ensure adherence to both internal and external regulations governing procurement and tendering.
- Manage and coordinate tenders, promoting knowledge sharing among team members.
- Assess negotiation tactics with suppliers and conduct comprehensive market analyses.
- Provide guidance to center users on tender planning and secure necessary permits for sample import/export.
- Maintain the ERP product database and assist in inventory management.
- Collaborate with partner institutions to refine operational methods and processes.
Qualifications
- Bachelor's degree in Law, Business Administration, Economics, or a related field.
- Familiarity with the Public Procurement Services Platform of the Catalan Government and the public contract registry.
- 3 to 4 years of relevant professional experience.
- Experience with SAP Business One is advantageous.
- Background in a research institute is positively regarded.
- Experience in scientific activity and laboratory management is considered beneficial.
- Understanding of procurement regulations and market analysis.
- Excellent verbal and written communication skills in Catalan, Spanish, and English.
