Mission:
The Digital Transformation & CIIO Office area is the transversal function within the Global IT&Innovation and responsible for enabling and accelerating of Digital Transformation Plan, covering Strategy, Communication, Transversal Programs Management, Portfolio, Change Management, Vendor Management&Procurement and Cost Control Management and Governance.
In Ferrovial we are always looking for high-skilled professionals. At this stage, in this area we are looking for a Head of Portfolio Management, being responsible for managing, evolving, aligning, and communicating a unified portfolio management strategy, process and governance model, seeking to prioritize optimize the resources available in order to maximize business impact. This role will lead a multidisciplinary team, enabling strategy to execution, that will keep track of initiatives and align them with their return of investment plan.
A Head of Portfolio Management will build relationships across the organization, from executive to operational level, breaking silos, connecting the dots across business areas and influence stakeholders when needed. This role will also enable the transition from a project-driven to program an product and program driven approach oriented to impact and value and fostering a transformed Business-IT Relationship Model.

Main functions:
Reporting to Digital Transformation&CIIO Director, you will:
Strategy&Governance
- Define an overall Portfolio Strategy and Priorities aligned with the IT & Innovation Strategic Plan
- Define, evolve and optimize the overall Unified Portfolio management process from origination to execution ensuring alignment with Business and Digital Transformation Strategy.
- Develop a robust governance model with different mechanisms align Portfolio Managers and Executive teams in the IT&Innovation and Business areas.
- Ensure consistent E2E view of IT & Innovation investment in Ferrovial with a coherence aggregation of the overall Global Portfolio initiatives under key Business and Transversal Programs, with a multiannual view.
- Ensure a proper execution and governance of the Business and Transversal Programs, led by Program Managers, under the Executive Portfolio Committee.
- Ensure a proper execution of the Portfolio with the identification of potential misalignments, bottlenecks with the support of key enablers as a Capacity Planning.
Prioritization and Impact Model
- Define, evolve, implement and track a Business Impact Model with specific KPIs for the key Programs and some specific initiatives, jointly with the business and IT&Innovation areas.
- Define, evolve and implement a prioritization model, including a prioritization matrix as a key input, playing a critical role supporting the CIIO.
- Ensure coordination with Control Processes (Budget, Forecast I, Forecast II) maximizing use of resources and ensuring impact capture.
Process Improvement and Digitalization
- Design and lead the implementation of the Portfolio management process digitalization and its evolution to ensure automation and data-driven decisions.
- Define and check specific metrics to ensure data quality and process compliance running a continuous improvement plan.
- Improve Portfolio User experience with focus on change management and training activities.
Requirements:
- University degree: Higher Engineering (Computer Science, Telecommunications or similar)
- At least 10-years' experience leading multi-function, multi-locational transformation or portfolio management programmes, with high complexity.

- A proven track record of leading strategic initiatives managing multiple workstreams and stakeholders
- Experience with project and product management techniques, tools, and frameworks.
- Experience with results and goals setting frameworks and performance measurement tools (OKRs, KPIs).
- Ability to present technical materials effectively to diverse stakeholder groups and to engage effectively with executives on both technical and non-technical matters.
- Excellent project management and stakeholder management skills, with a focus on translating business. requirements into technology solutions.
