Job Description (Roles and Responsibilities) 1

The British Embassy in Madrid is part of a worldwide network, representing British political, economic and consular interests overseas and we are seeking to recruit a Market Access Officer for the Department for Business and Trade (DBT) in Madrid.

**Roles and responsibilities**:

- Proactively identify and research the policy background and practical procedures of market access barriers affecting UK exports to Spain. Ensure relevant policy leads in the UK Government are aware of the issues you are identifying.
- Responsible of up to date reporting on the data-driven Market Access action plan through DBT´s Platform-DMAS-, as well as through the British Embassy Spain Market Access tracker, consolidating a knowledge bank on all cases received.
- Collaborate with the Trade team, Embassy colleagues and Whitehall departments to identify and remove trade barriers. Support the development of market access expertise. Upskill the Trade team to scan for Market Access issues for their priority sectors. Embed a culture of horizon scanning to ensure that upcoming policies and upcoming debates are followed so that the team can work to prevent new trade barriers emerging.
- Provide semi-annual trade reports on UK-Spain trade performance and ongoing assessment of the evolving trading environment. Draw upon trade flows in priority sectors to keep track of regulatory divergence.
- Develop and drive influencing strategies to protect and promote market access by establishing direct relationships with relevant authorities and commercial entities and or communicating through others where advantageous.
- Work closely with the Market Access Centre, other Market Access Officers and economic and public policy teams to build knowledge for UK companies about trade rules across the EU and in Spain and contribute to developing regional advice, deliver specific commissions, and share best practices.
- Reactively respond to market access enquires assigned to Team Spain through the UK’s Export Support Service helpline.
- Support the Senior Trade Policy Officer, on trading systems matters, by gathering and providing information, as requested by regular commissions from HQ;
- Support the Senior Trade Policy Officer, Country Director or wider FCDO teams on market access work as required, including commercial dialogues, Ministerial visits, business outreach and engagement, as necessary, ensuring a coordinated approach across HM Government.
- Work with colleagues across the Embassy to deliver DBT and cross-Embassy priorities and events.

Essential qualifications, skills and experience 1
- Fluency at C1 level in English and Spanish, according to the Common European Framework of Reference for Languages, or equivalent;
- University degree in International Relations, Economy, Trade or International Law;
- Demonstrated public policy analytical skills and ability to make sense of complex information;
- Proven experience in Trade and Economic Data Analysis
- Strategic commercial and/or economic experience
- Fast learning, self-starter who can demonstrate initiative, resilience, and project management skills;
- Strong written and oral communication skills, and IT capability (MS Office etc.
