About the Role

We are seeking a highly skilled Cost Engineer to join our team at the Riyadh Refinery Department (RRD) within the project unit of our engineering division.

Key Responsibilities
  • Provide technical support across all cost-related matters within the refinery's projects.
  • Coordinate cost engineering activities, including analyzing project costs, preparing estimates, monitoring budgets, and identifying cost-saving opportunities.
  • Collaborate with multidisciplinary project teams to optimize project performance and ensure cost efficiency.
  • Review and analyze claims and change orders, and assist in the preparation of the cost portion of engineering procurement and construction contracts.
  • Assist with the preparation of the cost portion of engineering, procurement, and construction contracts.
  • Review multi-discipline conceptual, detailed, and definitive cost estimates for capital projects to ensure accuracy, completeness, and compliance with the scope of work.
  • Interface with multiple operating facilities to review and discuss project scope and estimate basis.
Requirements
  • Bachelor's degree in Engineering, preferably in Mechanical/Industrial Engineering, Construction Management, Economics, Business Administration, or a closely related discipline.
  • Minimum of 12 years of cost engineering experience in projects, including at least 10 years in the design, construction, or operation of refining or petrochemical facilities.
  • Overall knowledge of computer-estimating programs such as Aspentech CCE (Capital Cost Estimator), Timberline, etc., and familiarity with estimate databases such as Means, Richardson, and SAP.
  • Project Management Professional (PMP), AACE-CCP (American Association of Cost Engineers – Certified Cost Professional), or AACE-CEP (American Association of Cost Engineers – Certified Estimating Professional) certification is preferred.
