**Position Title**:Economic Development Manager

**Location/Status**:Full-Time based in Les Cayes, Haiti

**Reports to**:Chief Program Officer

**Supervises**:Economy Program Coordinator, Financial Literacy Trainer

**Role Purpose**:
The Economic Development Manager (EDM) serves as a key staff in the organization, responsible for designing, implementing, and overseeing programs that promote income-generating opportunities, financial literacy, and sustainable community development. With the collaboration of team members, the EDM oversees the successful execution of the program's traditional/digital Cash and Voucher Assistance (CVAs), financial training, Village Savings and Loan Associations (VSLAs), grants, and small loan projects. Through strong communication and strategic partnerships, the EDM plays a vital role in enhancing the organization's impact, driving positive change, and empowering communities to achieve self-sufficiency and long-term growth.

**Responsibilities**:
**Program Management & Implementation**
- Design and implement strategies for the program's traditional cash transfers, digital cash transfers, financial training, VSLAs, and small loans projects
- Manage the disbursement of micro-loans and agricultural financing, and provide ongoing training for recipients
- Implement VSLA programs within all 24 HFH partner communities
- Manage the annual grant-making process for entrepreneurs and micro and small businesses in compliance with the program's financing policy
- Leverage and integrate core program areas for long-term economic development
- Manage the program’s budget, ensuring efficient allocation of resources and financial sustainability
- Supervise a team consisting of a program coordinator and a financial literacy trainer

**Stakeholder Engagement & Partnership Building**
- Develop and maintain relationships with key stakeholders, including government agencies, financial institutions, and community organizations, to support program implementation and expansion
- Collaborate with partner schools to provide business training and potential financial support for student projects
- Engage with professional organizations and networks in the economic sector

**Capacity Building & Training**
- Develop and implement a formalized apprenticeship program for students in partner communities with program partners
- Launch an Education Finance Program to assist parents with school fee costs
- Facilitate workshops on financial literacy and risk management for financing recipients
- Provide capacity-building support and mentorship to team members to enhance their skills and knowledge in the field

**Monitoring, Evaluation, and Continuous Improvement**
- In collaboration with the MEAL department, develop and maintain a reporting system for KPIs and program growth
- Monitor and evaluate the effectiveness and impact of program activities, adjusting strategies as needed to optimize outcomes
- Provide ongoing technical support to grantees and loan recipients
- Conduct annual reviews of Financing Policy, ensuring alignment with industry best practices
- Identify opportunities for innovation and continuous improvement within the program's operations and service offerings

**Knowledge Sharing & Advocacy**
- Collaborate with the communications team and Director of Innovative Philanthropy to develop promotional materials and success stories to raise awareness about the program and its impact
- Maintain up-to-date knowledge of industry trends, best practices, and regulatory requirements related to financial inclusion and economic development

**EDUCATION / EXPERIENCE**
- Bachelor’s degree in International Development, Economics, Finance, Agriculture, or similar;
- 5-7 years of experience working in international development, with a focus on financial inclusion, microfinance, agri-finance, or economic development required;
- Experience in project management, program design and implementation, and MEAL required;
- Knowledge of agriculture, livestock management, agribusiness best practices and trends, and working with farmers in a rural development context (a plus);
- Demonstrated ability to manage teams, budgets, and resources effectively;
- Familiarity with donor-funded projects;
- Experience building partnerships and engaging with stakeholders, including government agencies, financial institutions, and community organizations;
- Knowledge of relevant industry regulations, best practices, and trends in financial inclusion and economic development;
- Strong leadership and organizational skills, with the ability to work independently and as part of a team;
- Excellent interpersonal, cultural, and diplomatic skill
