The Grants and Contracts Manager (GCM) is responsible for the management of external grants and contracts and provides support and oversight for the procurement of grantees and consultants. The GCM is responsible for supporting the efficient and effective operation of CI’s Amazonia Program ($55M+), including all financial and operational aspects of the current Amazon projects. The GCM reports to Operations Senior Manager (OSM) and the Amazonia Projects and IPLC Senior Director. This position will oversee the technical and financial implementation of Amazon regional grants.
This position also supports regular administrative and technical monitoring of projects and prepares information and follow-up reports for internal and external requirements
The GCM position will work in coordination with Project Management Officer (PMO) and the Monitoring and Evaluation Manager to ensure that the grantees' reports are included in relevant donor reports. The GCM also coordinates with the Knowledge Management staff to provide learnings from the grantees for sharing and exchange. Finally, the GCM will identify and share some key results, storytelling opportunities with the Amazon Communications Manager.
**RESPONSIBILITIES**
Technical design and monitoring of grants and consultancies:

- Oversee and monitor existing regional Amazonia grants, ensuring grants meet technical standards aligned with the key performance indicators defined in the relevant project and CI's Amazonia Strategy.
- In coordination with the Senior Director and OSM, design new regional grants taking into account CI formats and key indicators, for example, FILAC, COICA, NIA TERO, and others.
- Review the grantee technical reports of all regional subgrants and provide related technical oversight, approve their disbursements based on technical progress and budget execution.
- Coordinate and lead site visits/desk reviews as needed.
- Ensure the quality of the results defined in the subgrants and the alignment of key performance indicators.
Grants Monitoring and contract procurement:

- Support the preparation, review, and approval of consultant contracts and grant agreements including amendments. Manage legal/HQ review of grant agreements and ensure all necessary signatures are in place.
- Review the procurement package of External Grants and Consultants, to ensure compliance with CI and Donor requirements.
- Lead pre-award due diligence, collect administrative and financial information from the partners, contractors, and consultants to efficiently manage partners and contractors, and conduct risk assessments based on finance questionnaires.
- Prepare and develop draft agreements and annexes, technical proposals, terms of reference (TOR), scopes of work, requests for proposals and quotes for consultancy and private contracts ), and submit for review and approval.
- Supervise the administration of consultant contracts and master files from inception to closeout.
- Review grantee financial reports and disbursement requests and recommend payment where necessary.
- Prepare and process all Consultants and External Grants invoices, vendor and wire payment forms. Enter all transactions in Business World and ensure completion of the workflow.
- Lead the development of Grantees’ capacity for effective grant management, including providing training and onboarding for Grantees on CI and Donor compliance requirements (procurement, reporting, deviations, etc.) at all stages of the grant (from proposal to closure).
- Monitor existing external grants for compliance with CI and Donors’ requirements.
- Creates and manages External Grants in Conservation Grants (CG), Contracts Master Files in Business World (BW), ensuring completeness and timely closeout consistent with CI’s operations manual.
Implementation and team coordination:

- Consolidate the technical information of existing grants under the responsibility of other CI technicians, for example, FAN and ACAA.
- In coordination with the Senior Director identify new partners and subgrants financed by current funds or new projects and donors.
