Job Overview

The Regional Fleet Operations Manager is responsible for promoting and ensuring the implementation of superior fleet management practices across the EMEA region. This role encompasses the development of mid- and long-term strategies for equipment replacement and investment, meticulous tracking of operational expenses, alignment of machine specifications, and adherence to safety standards to enhance equipment reliability and availability while minimizing costs. As a pivotal change agent, the manager will engage with various stakeholders to support significant technical and commercial decisions, necessitating strong project management, collaboration, and communication abilities.

Key Responsibilities

  • Cultivate a culture of excellence in fleet management, focusing on machine reliability, availability, and utilization while ensuring compliance with safety and sustainability standards.
  • Develop internal capabilities across fleet management processes, identifying best practices that drive growth and profitability.
  • Lead initiatives on fleet management KPIs, strategic sourcing, and the development of local service networks to reduce total ownership costs.
  • Implement a comprehensive fleet management strategy, including large contract approaches and plans to enhance total cost of ownership across all CEMEX operations.
  • Oversee local and regional supplier performance to meet established business requirements.
  • Analyze external market conditions for commercial opportunities and challenges, addressing gaps between business needs and supplier performance.
  • Advocate for the testing of new products or technologies within operations, ensuring user approval in global operations.
  • Collaborate with operational teams to validate and implement specifications for mobile equipment and services, providing budget recommendations for fleet operations.
  • Engage with authorized dealers and vendors to secure equipment availability.
  • Coordinate long-term plans for the replacement of mobile equipment, ensuring effective budget tracking and expense management.
  • Establish and monitor warranty guidelines and procedures, supporting operations to ensure robust local and regional service networks.
  • Promote continuous improvement in maintenance practices, recommending best-in-class procedures for equipment repair, rebuilding, or replacement.
  • Track and manage the delivery of equipment to ensure timely availability.

Qualifications

Proficiency in English is required.

A minimum of 5 years of experience in managing mobile equipment is essential.

Demonstrated ability as a change agent within a leading organization recognized for best practices.

Educational Background: A Bachelor's degree in Mechanical Engineering, Business Development, or a related field is required; an MBA is preferred.

Experience in international environments is advantageous.

  • Exhibit high ethical standards, trustworthiness, and a proven track record of integrity.
  • Strong relationship-building skills with exceptional communication and interpersonal abilities, utilizing an analytical and metrics-driven approach.
  • Hands-on management style with a comprehensive understanding of fleet management best practices, technologies, and tools, along with a history of driving continuous improvement.

Internal and External Relations

The Regional Fleet Operations Manager will collaborate with various business sectors within CEMEX, including Aggregates, Cement, Logistics, and Ready-Mix, engaging with managerial and decision-making personnel.

Externally, this role will involve interaction with regional mobile equipment dealers and networks of leading companies, including OEM Directors and Regional Service Support Managers.
