**IDIBELL is looking for a Head of the Purchasing and Procurement Unit**

**About the role**

Main responsibilities include:

- Defining the action plan of the Unit.
- Coordinating the activity of the Unit so that it aligns with the activity of other Departments / Units within IDIBELL.
- Dialoguing with the researchers to assess their degree of satisfaction with the activity of the Unit and implementation of improvement actions.
- Monitoring, assessment, and development of the staff in charge. Coordinating the activities carried out in contracting and purchasing, distributing workloads...
- Keeping up to date the knowledge of the current regulations regarding the Unit's tenders and to ensure compliance with them. Advising on everything related to the public procurement process.
- Price negotiation and approval of suppliers.
- Coordination of the reception of materials, equipment, courier, customs management, etc., and the subsequent distribution in the corresponding area or department.
- Conducting tenders from start to finish, including attendance at contracting tables.
- Implementation and development of good public procurement management practices.
- Identification, planning and subsequent control of the structural needs for the acquisition of goods and services.
- Proposing and implementing tools and procedures that continuously improve the operation of the unit, ensuring training and information to and from internal customers.

**Job requirements**

Professional experience
- Minimum 3 years of experience in a similar role (purchasing/tendering department in the public sector, specially in the biosanitary sector)
- Experience in tendering works and technical equipment of significant amount
- Regular user in enterprise resource planning (ERP) environment

Education and training
- Bachelor's degree or equivalent (Business Administration and Management, Economics, Law)
- Knowledge of current public procurement legislation, and Law on Science, Technology, and Innovation

Technical skills
- Knowledge of public procurement tools, as well as existing registers: PSCP, RPC, RELI, and ROLECE

Languages
- Good command of the English (C1), Catalan (C), and Spanish (C) languages

IDIBELL is a research center that integrates the biomedical research of the Bellvitge University Hospital (HUB), the Catalan Institute of Oncology (ICO), and the University of Barcelona in the Bellvitge Campus (UB), and the Viladecans Hospital (HV). The research focuses of IDIBELL are cancer, neuroscience, translational medicine and regenerative medicine.
