Fixed Equipment Engineer

The Dow Chemical Iberica has an exciting job opportunity for a **PCE Engineer (Also known as Fixed Equipment Engineer or Static Equipment Engineer)** to be located in **Tarragona, Spain**, within the **Technical Expertise & Support Department.**

PCE Engineers at Dow supervise and coordinate design activities performed by PCE design team including, but not limited to, design and calculation of all type of Process Containment Equipment (pressure vessels, tanks, heat exchangers, boilers, furnaces,) according to the applicable design codes, national and local directives and governmental rules.

PCE Engineers tasks include to prepare Inquiry Technical Packages, review of vendor drawings, calculations and procedures, estimate and staffing needs for the projects, plant support and Mechanical Integrity qualified designer.

Applicants must provide strong leadership skills and be aware that PCE Engineers have the ultimate responsibility for the integrity and completeness of the PCE design for the entire project.

**Key job responsibilities include**:

- Support Fixed Equipment Engineering on Capital Projects during Front End Loading (FEL), Detailed Design and/or Construction stages.
- Assume overall responsibility for the technical execution and completion of large and/or complex Fixed Equipment orders.
- Collaborate with technical SMEs, project design leads, and other project stakeholders, building consensus to resolve various design or fabrication issues. Drive open issues to closure by consolidating multiple differing opinions and potential solutions into a single clear, decisive path forward while also considering cost, schedule, quality, process safety, operational intent, and reliability.
- Manage action item registers to track open design/fabrication issues and drive them to closure.
- Collaborate with Pipe Stress Engineering, Fixed Equipment design SMEs, and Fixed Equipment suppliers to resolve pipe stress and nozzle loading issues for complex, multicoupled systems. Compile, convert, and specify nozzle loadings for multiple operating cases and configurations to ensure Fixed Equipment reliability. As necessary, perform WRC 107/537 calculations and/or other analysis techniques to check local nozzle stresses. Perform flange calculations to confirm external loadings on flanges.
- Act as main focal point between equipment fabricators and project design teams for resolving issues on large and/or complex Fixed Equipment orders. As needed, lead periodic recurring status update meetings with equipment suppliers to expedite the resolution of design or fabrication issues.
- Create detailed technical specifications of Pressure Vessels, Process Towers/Columns, Drums, Reactors, Filters, Jacketed Vessels, Shop/Field Fabricated Tanks, Heat Exchangers, and other Fixed Equipment; develop Fixed Equipment Datasheets and Layouts; review/approve client specifications; prepare procurement inquiry packages; technically evaluate bids, and issue order packages for Fixed Equipment; coordinate review of supplier’s drawings/data; approve supplier’s drawings/data; supplier quality/inspection coordination.
- Effectively and diligently coordinate with other project Disciplines, i.e.: Process Engineering, Piping, Civil, Instrumentation, etc.
- Participate in cross-discipline team checks of deliverables and equipment interfaces. Develop detailed Fixed Equipment installation and operation instructions. Prepare labor contract documentation for construction activities.
- Provide technical support during construction and operation of facilities, as applicable. Ensure that environmental regulations and Dow Safety and Loss Prevention Principles (LPPs) are considered in design.
- Participate in Fixed Equipment inspections and testing. Assist with development of inspection test plans (ITPs).
- Understand and follow Dow’s equipment procurement process.
- Coordinate the input of supplier design data into the overall project design.
- Coordinate additional discipline requirements into the design of Fixed Equipment. Participate in the development of new or improved Fixed Equipment Discipline work processes and/or global standards and specifications related to Fixed Equipment.
- Meet and correspond with suppliers and/or external personnel on an as-needed basis.
- Ensure that PCE’s are designed, manufactured, tested and installed according to the applicable Governmental Rules, and obtain the necessary permits in accordance with the applicable Regulatory requirements for each new pr modified PCE.
- Ensure that PCE’s are registered according to GMISS (Dow Global Mechanical Integrity Safety Standard)
