Job Title: Public Procurement Officer
Department: Technical Management Support Area
The Public Procurement Officer will be responsible for the management of ICN2's public contracting of services, supplies and works, through public tenders and minor contracting files, based on Law 9/2017 of 8 November, on Public Sector Contracts.
Main Responsibilities:
- Study and drafting of specifications and administrative file.
- Management of the procurement file from the beginning of the purchase need to the formalisation and execution of the contract.
- Attendance at the contracting tables.
- Drafting of minutes and documents requiring documentation, correction and notifications.
- Management of contractual extensions and termination of contracts.
- Study, management and drafting of special appeals in the field of public procurement.
- Warranty management.
- Understanding and writing of legal texts and legal documents.
- Experience in the management of electronic contracting platforms.
- Publication and reporting of files on official platforms.
Requirements:
- Education: Bachelor's degree in law.
- Master's in "Acceso a la abogacía" and Specific training in public procurement and/or administrative law preferred.
Knowledge and Professional Experience:
- Between 2 and 4 years in administrative law and public procurement in a law firm or in the public administration/public sector.
- Valuable: Knowledge of Power BI.
Competences:
- Excellent communication skills in English (B2), Catalan(C2/Native), and Spanish(C2/Native).
