Position Overview:

The independent Compliance Function at Arcadis, guided by the Global Compliance Officer and supported by Compliance Officers (COs), the Global Compliance Committee, and various Global Business Area (GBA) and Country Compliance Committees, is tasked with delivering expert guidance and support on all matters related to integrity and compliance. This function also ensures adherence to the Arcadis General Business Principles (AGBP) and compliance expectations.

The Compliance Counsel specializes in providing legal expertise concerning third-party risks, encompassing areas such as Sanctions and trade compliance, Know Your Client (KYC), Anti-Money Laundering (AML), Sustainable value chains, and Environmental Social Governance (ESG). This role is pivotal in offering strategic counsel, actionable insights, and training regarding both existing and emerging regulations and risks pertinent to the Arcadis Group.

The Compliance Counsel will report directly to the Global Compliance Officer. While this role does not have direct reports, it is expected to foster a collaborative network among stakeholders as part of the Global Compliance team.

This is a global position, with the opportunity to be based in any GBA country.

Key Responsibilities:

Deliver value by leveraging global expertise and serving as a business partner

The Compliance Counsel will be a vital subject matter expert on compliance legislation and a member of the Compliance Function, focusing on:

  • Conducting risk assessments and due diligence related to Sanctions, trade laws, AML, KYC, Sustainable value chains, and ESG.
  • Providing real-time advice and drafting policies on emerging regulatory challenges.
  • Contributing to standardization and automation initiatives, collaborating closely with the Business Process Community (BPC) on compliance-related processes overseen by the Global Compliance Officer.
  • Engaging in ESG and non-financial corporate sustainability due diligence and reporting.

The Compliance Counsel will collaborate closely with the Legal, Compliance & Privacy Functions (LCP) and its stakeholders. This role will particularly support the Global Compliance Officer, Director Compliance Counsel, GBA/country Compliance Officers, the Compliance Global Shared Services Centre (GSSC) team, and various Enabling Functions including Finance, Growth, and Delivery.

Arcadis has outlined the following primary focus areas and responsibilities for this role:

  • Offer expert assistance for Compliance and Third-Party Risk Assessments and related controls within the Arcadis Risk and Control Framework (ARC Framework), acting as a business partner to various stakeholders.
  • Provide guidance on compliance processes and procedures, empowering Compliance Officers and the business with expert advice.
  • Monitor compliance laws, regulatory trends, and best practices, developing FAQs and drafting relevant policies.
  • Identify training needs based on lessons learned, contributing expert input to global training programs and micro-learnings.
  • Support the development and implementation of ARC Framework-controlled documents, including compliance-related policies and procedures.
  • Assist with corporate sustainability reporting and due diligence requirements.
  • Consult with project stakeholders to ensure successful delivery of program requirements.
  • Manage compliance-related business processes in support of the Global Compliance Officer to ensure consistent global practices.
  • Provide expert input on change management and communication initiatives related to this role.

  • Act as a visible advocate for Integrity & Compliance, ensuring quality management and adherence to core values.
  • Safeguard compliance with applicable laws and regulations, enhancing awareness and facilitating additional training as necessary.
  • Establish trusted relationships and provide front-line advisory support.
  • Implement the overall LCP Functions Strategy through effective expertise and delivery of sustainable solutions aligned with BPO processes.

Qualifications & Experience:

The ideal candidate will demonstrate a high level of integrity and discretion. A bachelor's or master's degree is required, along with a minimum of 7+ years of progressive compliance experience in a legal or compliance role, and qualifications to practice law. The candidate should possess extensive international experience and an understanding of the complexities of varying local laws, with sensitivity to cultural nuances.

Additionally, the candidate should have:

  • Proven expertise in laws concerning Sanctions, AML, KYC, value chains, ESG, and a solid grasp of the business's priorities and Arcadis' risk profile.
  • A comprehensive understanding of the regulatory landscape affecting large multinational corporations.
  • A commitment to driving operational compliance excellence through the global LCP function, fostering engagement with diverse teams and a technology-driven mindset.
  • Exceptional communication skills, with proficiency in consulting, coaching, and presenting clearly and concisely, complemented by a sense of humor.
