Job Description (Roles and Responsibilities)

**Main purpose of job**:
To support the Forests and Climate team at the British Embassy effectively deliver a growing portfolio of forest and land-use projects and projects funded by UK PACT (Partnering for Accelerated Climate Transitions), a flagship programme under the UK’s International Climate Finance (ICF).
ICF is a £5.8bn portfolio of Official Development Assistance (ODA) activity (covering the period 2016-21) which includes innovative private, public and non-government organizations sector pilot projects and innovative financial approaches to shift conditions and perceptions of risk in investments in low carbon activities in developing countries. This includes giving support to implement National Determined Contributions (NDCs, as agreed at the UN Climate Change Conference in Paris in 2015) through meaningful policy frameworks and investable plans that provide a credible pipeline of projects for investors.
The Forest and Land-Use Programme Officer will be responsible mainly for administrative and programme management tasks with the objective of effectively delivering the forest portfolio, collaborating closely with other relevant policy and programme teams at the Embassy and relevant ICF and non-ICF teams in London, to ensure the coherence of the forest and land use investments.
The ICF portfolio in Bolivia is relatively new and growing, currently worth around £1.5 million and covers the following thematic areas:

- Forest monitoring and Monitoring, Reporting and Verification (MRV) of climate change: supporting the Bolivian government in enhancing its forest monitoring and MRV capabilities in line with international standards with the aim of accessing climate finance and tackling deforestation.
- Sustainable supply chains: promoting best land use practices and sustainable agricultural policies. Supporting the transition towards deforestation and conversion free supply chains for the agricultural sector, mainly soy and cattle.
- Green finance: addressing the barriers for the development of sustainable finance in Bolivia and generating the enabling conditions for increasing capital flows towards green, deforestation-free projects.
- Other themes: supporting initiatives related to climate more broadly, nature and biodiversity, environmental crime, and energy transition (green and low carbon hydrogen).

The role will report to the head of Forests and Climate Policy, working within the Policy and Programme team which includes Trade and Critical Materials colleagues. It will also liaise with other relevant Foreign, Commonwealth and Development Office (FCDO), Department for Energy Security and Net Zero and Department for Environment, Food & Rural Affairs (DEFRA) sections, to ensure successful delivery of the UK-Bolivia partnership on environment and other HMG priorities.

This position is advertised on a one year fixed-term basis until 14 August 2024. Subject to confirmation of future funding, it is expected that the position could be extended.

**Roles and responsibilities**:
Forest & Land Use (75%)
- To support the inside management, monitoring and reporting of the Forest and Land Use Portfolio.
- To support the formulation of new project/programme proposals relating to the Forest and Land use portfolio.
- To identify and support the coordination and articulation of internal UK funded projects and programmes with other internal or external initiatives.
- To ensure best value for money service within the Forest and Land Use Team activities, managing purchasing and budget procedures.
- To manage operational tasks as required within the Forest and Land Use Team, and actively to participate in meetings and briefings of relevance to the role, presenting the portfolio to potential applicants and partners.
- To support the writing and creation of strategic documents such as briefings, presentations and speeches for several high-ranking officials in the Embassy relating to the Forest and Land Use Portfolio.
- To advise the Forest and Land Use Team on strategy concerning programmes, future pipeline, relations with stakeholders and other day-to-day decisions.
- To manage logistics of Ministerial and official visits from the UK related to forests and climate events in Bolivia. To plan and advise on visit agendas, coordinate with media colleagues, and support/lead specific events.
- To manage the Forest and Land Use communications strategy to increase visibility of the portfolio, leasing directly with the Communications and Events team at Post.

Wider Programme and Policy support (20%)
- To support in the delivery of projects and events related to the wider programme portfolio at the British Embassy in Bolivia, which includes environment, critical minerals and trade, but occasionally stand-alone activities on other themes.
