Selection process

The selection process consists of two phases: a merit assessment (maximum 80 points, minimum 30 points to pass this phase) and a personal interview (maximum 20 points, minimum 15 points to pass this phase).

The date of the interview will be communicated to the candidates once the period for receiving applications ends.

The mandatory documentation required indicated in the participation requirements and its accreditation, must be attached to the presentation of the candidacy. The rest of the supporting documentation for the merit assessment phase must be presented at the interview.

Object of the contract

In the framework of the Next Generation EU-funded project PTI Oceans+, SOCIB is one out of 3 partners developing the Spanish Marine Spatial Data Infrastructure (IDEMar -Infraestructura de Datos Espaciales Marinos-). The main objective is to respond to the needs of the implementation of the Marine Strategy Framework Directive (MSFD) in Spain, harmonizing and integrating the current existing marine data infrastructures of Instituto Español de Oceanografía (CSIC/IEO), Unidad de Tecnología Marina (CSIC/UTM) and SOCIB, so that they converge in the creation of a single, distributed infrastructure and a multidisciplinary marine spatial data system. The aim here is to make sure that the data is accessible, usable and safe.

The specific objectives are:

• Analyze the existing information and harmonize the data life cycles of each institution, in line with the standards and good practices included in data management plans at a European and international level, reaching an appropriate FAIR level for this.
• Create a web portal that includes a super-catalog of national marine data that catalogues and exposes the existing data in each institution and that allows the integration of data of a different nature, preserving their possible interrelationship of origin.
• Prepare the data management and preservation plans for each institution, considering institutional data policies and following international standards.
• Create mechanisms that allow the distribution of data to the main international portals.

The object of this contract is to support data management activities at SOCIB needed to respond to the IDEMar specific objectives, including:

• Definition of Data Management Plans (DMPs), data policy guidelines and governance.
• Definition of policies, guidelines and manuals to improve and complete the SOCIB Data Catalog.
• Plan historical data assessment and curation.
• Support for the automation mechanisms to ensure the distribution of data to international portals.

This position partners with the Data Steward to ensure that all data related data policies, guidelines and procedures are followed.

Tasks and responsibilities

We are looking for an experienced Ocean Data Manager to join our team and help lead the SOCIB's research data strategy. In general terms, the person hired will be responsible for ensuring the ingestion, archive, access and delivery of research data from a variety of sources as well as their accuracy and accessibility. She/he should also guarantee that all data is managed effectively across all facilities and services.

All tasks are scoped in accordance with the IDEMar project objectives. Particularly, she/he will:

• Establish SOCIB scientific and technical standards upon which collection of data are based and ensure that these standards are always met.
• Coordinate with UTM and IEO data managers to ensure that the tasks (i.e. Data Managemetn Plans and Data Distributio Guidelines) led by SOCIB are implemented as required by the project's description of work.
• Gather scientific and technical requirements for the data to comply with international standards & best practices, as well as SOCIB's data policy and quality strategy.
• Conduct analysis to ensure that data produced at SOCIB is adequate and meet technical and scientific requirements.
• Work with other SOCIB facilities to profile and define strategies/procedures that enhance (following international accepted Best Practices) from end-to-end data-life-cycles.
• Implement policies and guidelines for data management.
• Document guidelines and procedures to implement the data pipelines towards the main European Data Aggregators (e.g. EMODnet, Copernicus Marine In Situ, SeaDataNet).
• Participate in international marine data collection and data management working groups and projects.

Application requirements and its accreditation

Academic:

• BSc in Mathematics, Physics, Marine Science, Computer Science, Engineering, or relevant field.
  • Mandatory documentation accreditation form: academic titles or equivalent certificate.

Work experience:

• Minimum 2 years of work experience in research organizations related to oceanography or scientific data management.
  • Form of accreditation of the mandatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.

Merits assessment phase (80 points maximum, 30 points minimum)

• Work experience as a Ocean Data Manager in oceanographic data centers throughout the entire value chain (from its acquisition to the development of products and services for different marine sectors): 9 points for each year up to a maximum of 18 points.
  • Mandatory documentation accreditation form: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Work experience as a Data Steward in oceanographic data centers throughout the entire value chain (from its acquisition to the development of products and services for different marine sectors): 8 points for each year up to a maximum of 16 points.
  • Mandatory documentation accreditation form: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Work experience as a Data Manager in data centers throughout the entire value chain (from its acquisition to the development of products and services): 5 points for each year up to a maximum of 10 points.
  • Mandatory documentation accreditation form: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Work experience as a Data Steward in data centers throughout the entire value chain (from its acquisition to the development of products and services): 4 points for each year up to a maximum of 8 points.
  • Mandatory documentation accreditation form: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Work experience with netCDF format: 4 points for each year up to a maximum of 8 points.
  • Form of accreditation of the obligatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Demonstrable knowledge of the Copernicus Marine In Situ system: 3 points.
  • Form of accreditation of the obligatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held. In relation to the topic of interest, demonstrable authorship or contributions to publicly available documents, reports, publications or datasets are also acceptable.
• Demonstrable knowledge of the SeaDataNet data and metadata system: 3 points.
  • Form of accreditation of the obligatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held. In relation to the topic of interest, demonstrable authorship or contributions to publicly available documents, reports, publications or datasets are also acceptable.
• MSc in Mathematics, Physics, Oceanography, Computer Science, Engineering, or relevant field: 3 points if any of the academic titles mentioned above are owned by the applicant.
  • Mandatory documentation accreditation form: academic titles or equivalent certificate.
• English level B2 or equivalent: 2 points. C1 or equivalent: 3 points (not accumulable).
  • Form of accreditation of the obligatory documentation: title or equivalent certificate.
• International working groups membership in the field of oceanographic data stewardship or data management: 2 points for each working group year up to a maximum of 4 points.
  • Mandatory documentation accreditation form: demonstrable through links to the corresponding web pages of members of each of the working groups.
• Work experience with the python, R, java or bash programming language: 1 point for each year up to a maximum of 2 points.
  • Form of accreditation of the obligatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.
• Work experience with Geographic Information Systems (GIS): 1 point for each year up to a maximum of 2 points.
  • Form of accreditation of the obligatory documentation: copy of the contracts or equivalent, or certificate issued by the company in which the position has been held.

Interview (20 points maximum, 15 points minimum)

The interview will be conducted in English: the Selection Board will assess the suitability and ability of the candidates for the position for which they are applying, their personal skills, commitment and attitude.
