The Barcelona Institute for Global Health (ISGlobal) is a cutting-edge institute addressing global public health challenges through research, translation into policy and education. ISGlobal has a broad portfolio in communicable and non-communicable diseases including environmental and climate determinants, and applies a multidisciplinary scientific approach ranging from the molecular to the population level. Research is organized in five programs: Climate, Air Pollution, Nature and Urban Health; Environment and Health over the Lifecourse; Global Viral and Bacterial Infections; Malaria and Neglected Parasitic Diseases and Maternal Child and Reproductive Health. ISGlobal is accredited with the Severo Ochoa distinction, a seal of excellence of the Spanish Science Ministry.

WHAT WE ARE LOOKING FOR

We are seeking an EU advocacy Officer to join our Policy and Development Department in the framework of our Centre of Excellence Severo Ochoa Program (CEX S), under the supervision of the Director of Policy and Development, Gonzalo Fanjul and reporting directly to the Advocacy Coordinator, Virginia Rodriguez. The candidate will work in close collaboration with the Office for Coordination and Research Management and with ISGlobal researchers. The candidate will coordinate the implementation of an advocacy strategy in Europe, focusing mostly on the priority themes of the EU global health political agenda, in line with the Severo Ochoa Program. The candidate will also be in charge of representing ISGlobal in EU global health, environment and research networks and building partnerships with the most relevant stakeholders (e.g. coordination of EGHRIN).

The Translation and Societal Impact Area is the core of ISGlobal's strategic application of knowledge. Based on scientific evidence and the analysis of the best available ideas in health and development, we promote new models of action and changes in the global agenda that result in more effective, equitable and sustainable interventions to ultimately achieve impact on the population.

The Advocacy Area is responsible for conveying our proposals to those with the capacity and responsibility to make change happen. These stakeholders include political and institutional

representatives in Spain, the European Union and at international level, as well as leaders from the business sector and civil society. Based on the best analysis and our on-the-ground

experience, our advocacy not only demands accountability and the fulfilment of international commitments, but also offers practical and actionable solutions.

KEY RESPONSIBILITIES
  • Implementation of ISGlobal's advocacy strategy in the EU.
  • Manage the day-to-day running of the EGHRIN Secretariat.
SPECIFIC DUTIES
  • Establish and maintain ISGlobal's relationships within the community with decision-makers, partners, allies and networks.
  • Develop political analyses and maps of power and allies that enable up-to-date intelligence gathering on the community political context.
  • Transfer relevant information on developments in public policy to ISGlobal.

TRAINING AND EXPERIENCE / QUALIFICATIONS
  • Undergraduate and postgraduate degree in Law, Political Science or Public Health.
  • Specialisation in EU law and policies.
  • At least 4 years' experience in political advocacy work in the EU in the areas of health

    and the environment.
SPECIFIC REQUIREMENTS
  • Knowledge of the policy-making processes at the European level;
  • Working in and/or having a solid understanding of mechanisms of publicly-funded scientific research systems in Europe, at national and EU-level. Experience in contacting EU representatives at different levels will be an asset;
  • Knowledge of networks for the promotion of science and global health in EU policies, with particular emphasis in health and environment;
  • Full professional proficiency in English. Other languages will be considered a plus;
  • Experience in coordinating joint actions in networks and partnerships.
LANGUAGE LEVEL
  • Proficiency in English and Spanish.
  • Asset: French and Catalan

SELECTION PROCESS

The selection process is designed in two phases:

1- Interview phase of a technical nature, with the team that requires the incorporation. To assess the person's skills and CV.

2 - Meeting with HR with the finalist(s) to finish assessing the profile and discuss contractual and institutional issues.

If needed any technical test could be passed. A Psychological Competency Evaluation Test will be required for the structural or transversal positions.

In accordance with the OTM-R principles, a gender-balanced recruitment panel is formed for every vacancy at the beginning of the process. After reviewing the content of the applications, the panel will start the interviews, with at least one technical and one administrative interview. A profile questionnaire as well as a technical exercise may be required during the process.
