Job Summary:

The
Senior Project Engineer - Surface Facilities
will
support and lead engineering projects
from concept to completion, ensuring
technical excellence, compliance, and alignment with business objectives
. This role involves
coordinating multidisciplinary teams, managing project timelines, and overseeing engineering design, procurement, and construction activities
to deliver high-quality, safe, and efficient projects.

Key Responsibilities:

1. Project Leadership & Regional Coordination

• Lead
  project planning, scheduling, and execution
  for surface facilities in
  North Africa
  , ensuring adherence to
  scope, budget, and timeline
  .
• Develop
  project plans, milestones, and deliverables
  in collaboration with
  local and regional stakeholders
  .
• Monitor
  project progress, risks, and contingencies
  , implementing
  corrective actions
  tailored to
  North African operational contexts
  .

2. Engineering Design & Technical Oversight

Oversee
engineering design activities
for surface facilities, including:

• Conceptual, FEED, and detailed engineering phases
  for gas/oil processing, compression, and utility systems.
• Review and approval of technical drawings, P&IDs, PFDs, and 3D models
  (using
  AutoCAD, PDMS, Aveva E3D
  ).

Ensure compliance with:

• North African regulations
  (e.g.,
  Algerian/Libyan facility codes, Sonatrach/NO standards
  ).
• Industry standards
  (e.g.,
  API, ASME, ISO
  ).

3. Procurement & Vendor Management (Regional Focus)

Collaborate with
procurement teams
to select
vendors, contractors, and suppliers
for
North Africa
, ensuring:

• Local content compliance
  (e.g.,
  Algerian Law 08-01, Libyan regulations
  ).
• Technical and commercial alignment
  with project requirements.
• Evaluate
  technical bids, specifications, and compliance
  for
  regional projects
  .
• Manage
  vendor performance, contracts, and delivery schedules
  , accounting for
  logistics and customs challenges
  in North Africa.

4. Construction & Commissioning Support (North Africa)

• Provide
  technical support
  during
  construction, installation, and commissioning
  of surface facilities in both regions.
• Conduct
  site visits, inspections, and quality checks
  to ensure adherence to
  engineering standards and local regulations
  .
• Troubleshoot
  technical issues
  and coordinate solutions with
  operations, HSE, and construction teams
  in North Africa.
• Lead
  pre-commissioning, start-up, and performance testing
  of facilities, including
  punch list closure and handover to operations
  .

5. Compliance & Risk Management (Dual-Regional Focus)

Ensure compliance with:

• Spanish/EU HSE standards
  (e.g.,
  Ley 31/1995, SEVESO III
  ).
• North African regulations
  (e.g.,
  Algerian HSE laws, Libyan NOC standards
  ).
• Industry codes
  (e.g.,
  API, ISO 45001
  ).

Conduct
risk assessments
and implement
mitigation strategies
for
engineering and operational risks
in both regions.

Maintain
documentation, permits, and certifications
for
regulatory compliance
in North Africa.

6. Stakeholder Coordination (Spain & North Africa)

Liaise with:

• Internal stakeholders
  : Engineering, operations, HSE, finance, and legal teams.
• External partners
  : Suppliers, contractors, regulators (e.g.,
  Algerian
  Ministry of Energy
  ), and local authorities.

Facilitate
communication and alignment
between technical teams and project management across regions.

Represent the engineering team in
project meetings, technical reviews, and client presentations
for both markets.

7. Digital Tools & Innovation

Utilize
engineering software
(e.g.,
AutoCAD, PDMS, SolidWorks, Aveva E3D
) and
project management tools
(e.g.,
Primavera, MS Project
).

Promote
innovation and digital transformation
in engineering processes, such as:

• BIM (Building Information Modeling)
  .
• AI and data analytics
  for project optimization.
• Modularization and automation
  for surface facilities.

8. Reporting & Documentation (Bilingual/Multilingual)

• Prepare
  technical reports, progress updates, and project documentation
  for stakeholders.
• Maintain
  as-built drawings, engineering records, and compliance logs
  for facilities in both regions.

Qualifications:

Education:

• Bachelor's or Master's degree in Mechanical, Chemical, or Petroleum Engineering
  (or related field).

Experience:

• 10+ years in project engineering
  , with
  5+ years in surface facilities
  (gas/oil processing, compression, utilities).
• Proven experience in EPC projects
  in
  Middle East and North Africa
  (Algeria, Libya).
• Familiarity with International & North African regulations
  (e.g.,
  ATEX, PED, Algerian/Libyan facility standards
  ).

Technical Skills:

• Project management
  : Planning, scheduling, budgeting, and risk management.
• Surface facilities engineering
  : Process design, P&IDs, compliance with API/ASME standards.
• Procurement & vendor management
  : Local content compliance, contract negotiation.
• Construction & commissioning
  : Quality control, HSE compliance, start-up support.
• Digital tools
  : AutoCAD, PDMS, Primavera, BIM, data analytics.
• Regulatory compliance
  : International and North African HSE and facility standards.
