**Job description**
- **Senior-level networking & negotiation** skills, especially in negotiations with the Council
- Very good knowledge of **interoperability policy** and good understanding of the proposal for an** Interoperable Europe Act**, as well as what it entails in terms of **monitoring and solutions**:

- Ability to work with high-level groups, namely **CIO network, Interoperability Expert Group**, as well as diverse meetings with **Member States**:

- Experience in different **monitoring mechanisms** other than NIFO, such as the **Berlin Declaration**:

- Very good understanding of the **GovTech incubator initiative**, also as a catalyst for labelled solutions, in the context of the Act
- Ability to **process complex documentation** efficiently and fast
- Ability to give **business and technical presentations**:

- Very good c**ommunication skills** with technical and non-technical audiences
- Capability to **write clear and structured technical documents**
- The capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team
- Ability to participate in multilingual meetings
- Ability to work in a multicultural environment, on multiple large projects
- Excellent Team Player
- Ability to understand, speak and write in English (C1/C2)
- French (B2) will be an advantage
- High degree of discretion and integrity

Some of the** tasks** would be as follows:

- Review and validation of deliverables under the monitoring contract tasks
- Support to re-invent the monitoring mechanism, built upon Art.° 20 of the Interoperable Europe Act proposal
- Support the implementation of the Interoperable Europe Act proposal including work with Member States, Chief Information Officer (CIO) network, as well as the Interoperability Expert Group
- Contribution to the labelled solutions, in the context of the future Act
- Contribution to inter-service discussions on the digital/interoperability aspects of an upcoming policy proposal
- Formulation of advice on specific policy proposals
- Regular reporting to the project officer

**Requirements**:
Following **specific expertise is mandatory** for the performance of tasks:

- At least **5 years** of proven experience supporting multiple Commission Services and agencies to design policies organize high-level meetings, as well as liaise with Member States
- Experience with **drafting studies and reports on tech-related topics, **namely Evaluation and impact assessment of digital policies
- Excellent knowledge of **monitoring and KPI definition**:

- Excellent knowledge of **communication tools and Drupal websites**:

- Proven experience leading **stakeholder consultations**:

- Proven experience working with multiple Commission Services on** interoperability initiatives**:

- Proven experience of **working in a public administration body related to digital policies,** namely at the ministerial level or national digital agency
- Experience in the use of** Microsoft Office Tools**
