Analyst/consultant - Eu Digital Policies

We are looking for an Analyst/Consultant in Digital Policy to join our growing policy research and evaluation practice at ICF. Our digital policy team provides evaluations, impact assessments and research services to EU institutions and bodies, in particular the European Commission (e.g. DG CNECT). Our work tackles issues at the top of EU’s digital policy agenda.

Our past and current portfolio of projects reflects the diversity of our work, including the AI, cyber security, IoT, online platforms, data sharing, digital principles, electronic communications, open internet access, among others. Other areas of interest include advanced computing (quantum), robotics, connectivity (5G), cloud computing, digital public services, digitalization of business and society. From day one, you will contribute to a diverse range of assignments by undertaking research and analysis that impacts directly on public policy decisions. In this role you will:

- Undertake high-quality research, analysis and data collection activities
- Conduct interviews and analyze qualitative data and/or design surveys and analyze quantitative data
- Prepare and execute stakeholder consultation activities, including contacting potential interviewees and managing internal stakeholder databases
- Arrange and attend meetings with clients and other internal and external stakeholders
- Organize online and on-site workshops and focus groups
- Assist in business development activities, including gathering intelligence on upcoming opportunities and preparing proposals for EU institutions and bodies
- Assist colleagues in project and other related administrative tasks
- Liaise internally with other coworkers and teams from different business units

We are looking for someone with the following skills and experience:

- Master’s degree or PhD in the social sciences, including political science, international relations economics, law or technology. Academic specialization in any of the areas of digital policy listed above is a plus
- Demonstrable interest and experience in digital policy. Interest and/or experience in advanced computing, semiconductors and other advanced technologies (IoT, blockchain) would be an advantage
- Between 1-3 years of relevant professional experience; including ideally some experience of working in a research/project-based environment, whether in consultancy, think-tank or research centres
- Good qualitative and/or quantitative research skills (experience with research tools such as Nvivo, SPSS, STATA and R is a plus).
- Good understanding of European policy-making process. Experience of working on research projects pertaining to digital policy for or within EU bodies and institutions (European Commission, EU parliament, ENISA, Europol, etc.) would be an advantage
- Excellent oral and written English (C2); fluency in at least one additional European language is desirable
- Experience in project management, contributing to EU proposals and organizing online/on-site workshops would be an advantage
- Good inter-personal skills and an ability to work collaboratively as part of a wider international team spread across countries
- Ability to handle multiple priorities and manage workload to achieve agreed deadlines without compromising quality or standards
- High level of attention to detail and accuracy
- Ability to follow direction but also work independently (when necessary)
