**Background**:
PKL Services Inc. will be providing Planned Maintenance Interval (PMI) Repair and Squadron Support Services on MH-60R & MH-60S aircraft in support of PMA-299 Naval Air Systems Command. **All work will be performed at Naval Air Station (NAS) Rota, Spain.**

**Summary**:
**The Aircraft Evaluator and Estimator** **(E&E)** is a senior-level aviation maintenance technician responsible for assessing aircraft maintenance tasks, preparing labor and material cost estimates, and supporting program planning and budgeting. This role ensures accurate evaluation of technical work requirements and provides actionable insights to support operational and financial decision-making. Assesses damage to an aircraft, determines the required repairs, and calculates the associated costs. This role combines deep technical knowledge of aircraft systems with strong analytical and financial skills.

**Key Responsibilities**:
Evaluate maintenance tasks, technical data, and engineering documentation.

Prepare detailed labor, material, and time estimates for maintenance, repair, and modification activities.

Collaborate with engineering, maintenance, and project management teams to verify requirements and assumptions.

Identify potential cost-saving opportunities or efficiency improvements in maintenance processes.

Prepare reports, proposals, and presentations for management and customer review.

Maintain accurate records of estimates, assumptions, and evaluation results.

**Other duties and responsibilities include**:
Evaluation of aircraft items (e.g., airframe, power plant, accessories, equipment, equipage, etc.) under specified conditions to verify functional conformance to predetermined requirements IAW applicable directives.

Evaluation of aircraft conditions to determine action required and provided aircraft condition evaluation reports.

Ability to summarize, plan and estimate timeline, cost and manpower required to complete inspection/repair actions.

Ability to read and interpret blueprints, technical manuals, schematics, etc.

**Required educational/skills background**:
High school diploma or equivalent.

Current US passport if not a citizen of Spain.

10 years’ current or previous experience evaluating major military aircraft inspections and or repairs related to Planned Maintenance Interval (PMI) programs.

Past maintenance experience on MH-60 helicopters preferred.

Shall be able to obtain a NAS Rota base access card or Department of Defense (DoD) Common Access Card (CAC) card privileges to ensure access to flight line workspaces and critical information systems.

Knowledge of naval maintenance publications, maintenance requirement cards.

Proficient with NALCOMIS OOMA automated maintenance documentation system.

**Work Environment / Physical Requirements**:
Will traverse into high noise workshop areas or near active jet aircraft operating ramps.

Ability to sit and stand for long periods of time.

Ability to perform repetitive motion.

This position requires normal physical functions. Work may require frequent bending, reaching, and climbing.

May frequently lift and carry items weighing up to fifty pounds and occasionally lift heavier items with the assistance of other workers.

May be exposed at times to moderate discomforts such as heat, cold, rain, wind.
