**Duties**:
Serves as the direct supervisor of Appropriated Fund (APF) and Non-Appropriated Fund (NAF) employees and indirect supervisor of volunteer staff and provides oversight and quality assurance for the Functional or COR Representative as a Technical Advisor (TA) for contract personnel assigned to the FFSC. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.

Serves as the principal advisor to the Installation Commanding Officer and professional colleagues on social problems and human service matters related to personal and family adjustments, as well as interpretation of DoD/DON/Regional policy, regulations and standards. Serves as a representative of the Regional FFSC Director, and receives consults and guidance and is responsive to Regional taskers, data calls, and oversight inquiries and requirements. Keeps all chain of commands informed of issues, problems and trends in FFSC delivery to include areas that are unique to the FFSC storefront. Maintains close and continuing contact with high ranking and key military leaders in multiple Navy commands, Medical Treatment Facilities (MTFs), Security, Legal, Chaplain, etc., for the purpose of securing support and coordination of programs and services.

Maintains a safe work environment to ensure compliance with fire, safety, health, sanitation and security regulations and promptly address allegations of noncompliance. Applies sound position management principles to ensure efficient operation with adequate staffing and mínimal gaps in the delivery of services. Plans, schedules and carries out all aspects of the FFSC operations and mission ensuring organization effectiveness and cost efficiencies though the use of automated data systems.

**Conditions of Employment**:

- Must be able to obtain and maintain a Secret Security Clearance.
- Frequent travel up to 50% may be required.
- This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
- The incumbent or the designated alternate may be required to take part in readiness exercises.
- the position is designated “key”, which requires the incumbent, or designated alternate, to be screened from military recall status.

**Qualifications**:

- Knowledge of advanced management and organizational principles and practices as well as a comprehensive knowledge of short and long range planning, programming and budgeting regulations, guidelines and processes.
- Knowledge of Federal, DoD, DON, Office of the Chief of Naval Operations (OPNAV) and Commander, Navy Installations Command (CNIC) goals, principles, functions, policies, procedures, laws and regulations governing Navy Fleet and Family Support programs, including certification standards.
- Knowledge of DoD, DON, United States Navy (USN) organizational structures, mission and family lifestyles.
- Knowledge of Navy social/human service delivery systems, concepts, principles, and theories relating to one or more of the social or behavioral science fields.
- Knowledge of Navy contract, Technical Assistant (TA) responsibilities.
- Knowledge sufficient to manage a large and diverse program, preferably Navy, to include organizational development, implementation and evaluation.
- Knowledge of Federal appropriation financial management to include budget development and execution, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance control, tracking and facility management.
- Knowledge of individual and group dynamics and motivation techniques to facilitate group action, execution and collaboration.
- Knowledge of various automated data systems to develop improved data management schemes for efficiency and cost reductions, (e.g., Fleet and Family Support Management Information System (FFSMIS)).
- Knowledge of state-of-the-art programs and project management tools and methods, current quality assurance and control programs.
- Knowledge of contemporary human service principles, practices, and research methodologies and Local and Federal human service laws, programs, policies, and directives.
- Knowledge of marketing practices of social service programs.
- Knowledge of effective client service techniques and effective public
