Job DescriptionJOB CONTEXTThe HSE Manager is the 3rd line HSE specialist role, commonly positioned at Business Unit level, and reporting directly (business reporting line) to the Managing Director, to underpin the overarching importance of Health, Safety and Environment to the business of Nutreco and simultaneously reporting in dotted line (functional reporting) to the Global HSE Director, to coordinate the deployment and implementation of the Global HSE Standards within the OPCOs and sites.The Managing Director and the HSE Manager have a joint responsibility for hiring, firing, target setting and appraisal of the HSE Managers.The level of the role HSE Manager relates to size and complexity of the entity.KEY ACCOUNTABILITIESLeadership:Build trust and confidence and collaboration with the HSE team & OPCO representation. Build and execute leadership.Lead by example. Role model safety behavior and actively reinforce the creation of a safe behavioural culture.Possess a strong dedication to employee involvement, team building, diversity, and inclusion.HSE Strategy, Policy, Plans & StandardsAlign the HSE strategy with the global HSE strategy and support the local management in developing the regional HSE strategic roadmaps and objectives.Build a sustainable HSE commitment, awareness, knowledge, behaviors and engagement of the regional management and employees.Formulate the HSE year plans, budgets, annual objectives and HSE goals for the entity, and, after approval, ensure the execution thereof.Coordinate the BU Council and Quarterly Management reviews.Ensure comprehensive and efficient implementation of Nutreco’s HSE management system within the region/countries/Local sites and actively support the development and improvement of the Nutreco Health Safety and Environment Management System as part of the operational excellence programs.Manage the deployment of new or changed policies, programs and standards and practices, following through to coordinate 100% implementation.Risk management, Inspection & AuditsPlan, prepare and conduct internal safety inspections and assessments in Nutreco operational organizations and initiate / monitor corrective actions based on findings and occurrence investigations.Ensure the establishment and maintenance of an operational risk register and the legal surveillance per OpCO.Training & AdviceEnsure all relevant training programs, introduction and instruction programs on HSE are deployed and executed.Provide insights / advice at request or at own initiative regarding quantitative and qualitative HSE developments by means of periodic and ad hoc reports and/or analyses to facilitate informed decision-making taking into account HSE aspects and implications.HSE tools and systems, Reporting & AnalysisDeploy and coordinate the usage of the Global HSE systems in line with Nutreco policy and procedures, relevant legislation, (certification) norms and/or customer demands, to provide insight into the state of affairs in HSE and report the required information on HSE performance / progress.Analyze the relevant lagging and leading indicators / KPI’s for his / her entity, to take or recommend appropriate actions.Deliver regular HSE performance reports to Regional and Global Management.Incidents and investigationsEnsure the execution of all activities related to incidents; actively (lead investigator) involved in more serious / critical incidents.Take a leading role in case of (potential) crises and incidents to adequately handle and/or settle any crises and incidents.Enhance experience sharing by promoting exchange of resources and support.Investment / De-investment projects:Provide support to major projects, mergers and acquisitions, complex shutdown activities, or major modifications.Participate in CAPEX projects / project teams to ensure HSE standards are fully included throughout all project phases and fully taken into account in any design.ProjectsExecute and/or participate in various HSE improvement projects for the own entity plant / site; may participate in Divisional / Group projects.People managementResponsible for building a team of qualified HSE professionals to support the local sites.Ensure the highest levels of qualification, skills and key competencies (audits, investigation, risk analysis, reporting, communication, training, coaching and prevention) are provided for the HSE management team within the business and identify improvement areas to accelerate implementation of Zero harm and Zero waste mindset.Provide guidance and develop the regional HSE management team.Communication & stakeholder managementEnsure the communication of HSE policies in the appropriate language and manner, so that all staff are well informed and able to apply and comply with all relevant HSE policies.Build and maintain a network of relevant stakeholders/partners, including local Safety Champions, to ensure commitment and communication regarding Nutreco's HSE objectives.QUALIFICATIONS AND EXPERIENCEMinimum Qualification:Bachelor's degree in a related field or equivalent experience.Minimum of four years of related regional or global HSE role.Preferred qualification:A bachelor’s degree in engineering or an equivalent qualification.Chartered Member of IOSH / Certified Safety Professional (CSP) / Senior Safety Specialist (HVK) or equivalent.At least 8 years of strong environmental and or safety experience in the manufacturing operations.Strong Leadership and a passion for Safety cultural support in an organisation.Confirmed ability to deliver processes effectively to optimize business resources.Self-driven with a determination to get things done despite the obstacles.Strong Analytical and ability to think critically.Strong project management skills.Organizational skills.Communication and persuasion skills.Strong business acumen and the ability to partner and communicate effectively with employees and business counterparts.KEY PERFORMANCE INDICATORSHSE Leading and Lagging performance indicators.COMPETENCIESIntegrityLeadershipTeamworkProblem analysisOrganizational skillsTechnical skill and competenceCommunication and public speakingNetworkingSelf confidencePragmatic and solution oriented
