About the Role

We are seeking a highly experienced and skilled Policy Manager to join our Policy Implementation and Programmes practice. The successful candidate will have a strong background in European migration policy, employment, and social policy, with a minimum of 10 years of professional experience.

The Policy Manager will be responsible for supporting the management of specific activities or strands of work within programmes, reporting to relevant Contract Managers and Contract Directors. This may involve overseeing the day-to-day management of one or several programmes, planning and managing the work of large, multi-national and multi-disciplinary teams, and setting up and managing formal and informal networks of government officials, experts, subcontractors, and other stakeholders.

The ideal candidate will have a strong understanding of project and programme management principles, with experience in managing European networks, working groups, and other collaborative structures. They will also have excellent communication and interpersonal skills, with the ability to work flexibly to meet client and organisational priorities and needs.

Key Responsibilities
  • Support the management of specific activities or strands of work within programmes
  • Oversee the day-to-day management of one or several programmes
  • Plan and manage the work of large, multi-national and multi-disciplinary teams
  • Set up and manage formal and informal networks of government officials, experts, subcontractors, and other stakeholders
  • Manage large and complex budgets, with an understanding of different cost models
  • Oversee risk management and contractual compliance in line with ICF systems, clients' terms, and other requirements
  • Prepare key written outputs, such as contractual reports, methodological concepts, and frameworks
  • Oversee and quality assure written outputs produced by other team members and experts
Requirements
  • Minimum 10 years of professional experience in European migration policy, employment, and social policy
  • Strong understanding of project and programme management principles
  • Experience in managing European networks, working groups, and other collaborative structures
  • Excellent communication and interpersonal skills
  • Ability to work flexibly to meet client and organisational priorities and needs
