Data Solutions Engineer

**Purpose of the Position**:
The focus of this position is to support an effective data management, as a maternity leave replacement, this includes building, managing and optimizing data pipelines and architectures, to support the production of analytics, in compliance with data governance, protection, privacy and security requirements. The Data and Analytics Engineer will work closely with a team of data analysts and data engineers.
**Objectives of the Programme**:
The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.
**Main duties and responsibilities**:
The incumbent will work under the direct supervision and guidance of the Chief, Data and Analytics Section (DDA) within the Digital Delivery Division (DD). The incumbent could be requested to do any other tasks of similar level in related fields during the maternity leave replacement.
The incumbent will perform the following duties:
- Supervise the daily work of the team, including setting up of work plans, monitoring progress, providing regular feedback and coaching, technical guidance and support; Nurture a motivating work environment
- Develop and implement various analysis, reporting and quality control capabilities, and support the members of the team in this area
- Coordinate assigned projects in relation to the optimal extraction, transformation, and loading of data from a wide variety of sources into data pipelines, as well as the creation and maintenance of data catalogues
- Design and develop solutions for data-related technical problems and data infrastructure needs
- Coordinate the identification, design, and implementation of internal process improvements
- Manage the implementation of changes to data systems to ensure compliance with data governance, protection, privacy, and security requirements
- Locate and define new data analysis process improvement opportunities with clear understanding of data sources
- Identify appropriate data sources for analytics projects and the production of briefs, including daily briefs on progress with partner agencies
- Collaborate with data engineers and data scientists to improve data flows, data quality
- Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data
- Provide other ad hoc support either within your team or in other teams as required - this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management
**Recruitment Profile**
**Experience and Skills required**:
**Essential**:
- A minimum of five 5 years of progressively responsible IT experience, including in data management and integration, modeling, optimization and other relevant areas
- Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives
- Experience in cloud platforms such as Azure, AWS and programming languages such as Python or R are required for the role
- Experience with on prem data infrastructure and database programming languages (SQL, etc.)
- Experience in designing data integration and pipeline architectures SSIS packages and API infrastructure
- Experience in DevOps tool chains consisting of tools like Git, Jenkins or Bambooor equivalent, and experience with the deployment of data pipelines
- Knowledge of one or more Machine Learning platforms, e.g. TensorFlow, Keras, PyTorch
**Desirable**:
- Experience in delivering big data use cases is desirable, including projects using technology such as Apache Spark, Hadoop or others
- Experience in Artificial Intelligence, particularly Machine Learning techniques for data mining and extraction of large amounts of data is desirable. In this context, familiarity with concepts of bias and fairness (i.e., how to identify, assess, and minimize harmful biases, discrimination, and unfair outcomes in algorithmic systems and data) is particularly desirable

- First university degree in Computer Science, Statistics, Applied Mathematics, Data Management, Information Systems, Information Science or a related quantitative field
**Desirable**:
- Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field
**Languages**:
