Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

Based in Madrid, Spain, under local contract, the Monitoring and Evaluation Officer will carry out its functions within the framework of the second phase of the EL PAcCTO Programme (Europe Latin America Programme of Assistance against Transnational Organized Crime), funded by the European Union - DG INTPA. EL PAcCTO is an innovative programme focused on supporting Latin American and Caribbean (LAC) countries in strengthening the rule of law and fighting transnational organized crime. El PAcCTO is implemented by a Consortium of 5 agencies which each is responsible for a specific area with a dedicated budget.

He/she is responsible for the monitoring, evaluation and knowledge management of the programme under the direction of the Senior Executive Manager and the Programme Director, also based in Madrid. Additionally, he/she will be responsible for coordinating tasks with the four Senior Programme Officers, which will be the main component focal points for monitoring and evaluation of the programme. Additionally, the Monitoring and Evaluation will also cooperate with the different Deputy Directors and the Key Experts.

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

- Monitor all programme activities and progress towards achieving the programme output.
- Recommend further improvement of the logical framework.
- Develop monitoring and impact indicators for the programme success in line with the logical framework agreed with the European Commission.
- Monitor and evaluate the overall progress on achievement of results, as well as the sustainability of the programme’s results.
- Provide feedback to the Direction team, the Key Experts and the Senior Project Officer on programme strategies and activities.
- In coordination with the Director and the Senior Executive Manager, suggest strategies to the Programme Management for improving the efficiency and effectiveness of the programme by identifying bottlenecks in completing programme activities and developing plans to minimize or eliminate such bottlenecks.
- Provide inputs, information and statistics for quarterly, annual and other reports to Programme Management Team and Expertise France.
- Participate in annual programme reviews and planning workshops and assist the Programme Manager in preparing relevant reports.
- Organise and conduct training on M&E for programme staff.
- Assist in coordinating across the available components of the Project to ensure effective implementation of M&E.
- Assist the project personnel with M&E tools and in supporting them in their use.
- Assist Programme Manager in the preparation of reports on the findings and lessons learned from programme innovations.
- Prepare and maintain the programme database.

Within the Peace, Stability, Security Department, under the direct supervision of the Senior Executive Manager of EL PAcCTO and in liaison with the Expertise France Unit Coordinator in charge of Organised Crime, the Project Officer monitors the operational implementation of EL PAcCTO programme and participates in the development of new projects.

EL PAcCTO 2.0 is a programme of an initial duration of 49 months, with a total budget of 53.3 M euros, whose overall objective is to establish an effective partnership between the EU and the Latin American and the Caribbean on strengthening the rule of law and combating organised crime, promoting the security and stability of citizens in LAC and Europe.

The specific objectives of the programme are: 1) consolidation and strengthening of LAC regional structures and EU-LAC bi-regional structures, as well as the justice cooperation mechanism; 2) strengthen the rule of law environment and the capacity of institutions to combat transnational organized crime; and, 3) addressing the specific challenges of key transnational criminal markets

Education and professional experience:

- University degree in Political Sciences, International Relations, Law, Economy, International Cooperation or similar.
- At least 6 years of successful professional experience in monitoring and evaluation projects funded by the European Union.
