short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

**_ Context:_**

The Strategic Communication, Change and Knowledge Management Officer is located in the
ICT (Information and Communication Technology) department under Strategy, Governance and
Risk (SRG) Unit and reporting to ICT Officer (Change and Knowledge Management, and
Learning). ICT Strategy 2022-25 launched in January 2022 envisions to scale and accelerate
digitalization throughout IOM. This and other ongoing business transformation initiatives are
lending themselves to cause many disruptions.

Under the overall supervision of Senior ICT Officer (Strategy, Risk Management & Governance)
and the direct supervision of the ICT Officer (Change, Knowledge Management and Learning,
the Strategic Communication, Change and Knowledge Management Officer will support
change, communications, advocacy and knowledge management for ICT strategy realization.

**_ Core Functions / Responsibilities:_**

1. Supports ICT strategy implementation and major ICT transformation initiatives by
coordinating, designing and delivering communications and change management activities
including rollout plans, trainings, advocacy, campaigns, monitoring change process and impact
assessment among other activities. Additionally, conducts monitoring and evaluation of
effectiveness of deployment of change initiatives and advice on improvements for repeat
processes.

2. In alignment with ICT Strategy, develop and monitor ICT communication, change and
knowledge management strategies, to govern the information and knowledge management in
the ICT function.

3. Ensures that digital initiatives are designed, communicated and implemented according to
change management best practices, communication, adoption and training, and monitoring.

4. Performs assignments, in collaboration with the business, by planning facilitating workshops,
through other interactive sessions and assisting in developing the action plan the client will use
for change maangement. Consequently, provide project and change management training and
guidance and supports changes arising from new ICT initiatives.

5. Oversees the management of risks, issues and changes on the project and ensure key
stakeholders are aware of such issues. Develop and communicate risk mitigation plan where
applicable.

6. Ensures cross-functional integration of business areas and engages stakeholders by
maintaining communications and seeking feedback, as required.

7. Carry out basic research on selected aspects of programmes, operations and other activities,
etc., to include collecting, analysing and presenting statistical data and other information
gathered from diverse sources for preparation of various written outputs, e.g. background
papers, analytical notes, substantial sections of reports, inputs to ICT publications, etc.

8. Oversee needs assessment, design and delivery of learning/training programs including
hosting trainings and learning exchanges for ICT staff in Headquarters (HQ) and ICT
management of Country and Regional Offices.

9. Undertakes learning, training and outreach activities for sensitization of ICT strategy and
programmes and projects; participate in the development of training workshops, seminars, etc.;
participates in and makes presentations on assigned topics/activities. Additionally, provide
substantive support to consultative and other meetings, conferences, etc., to include proposing
agenda topics, identifying participants, preparation of documents and presentations, etc.

10. Monitors new trends, keep abreast of industry best practices and proactively identifies
opportunities to innovate.

11. Perform such other duties as may be assigned.
