**WHAT YOU WILL BE DOING**

**Job Description**:
The Proposal Engineer is accountable for the production of the technical part of Proposals they have been assigned. Their action /involvement will be from proposal production up to the final negotiation and the award of the tender. The job requires to travel on a regular basis.

Main Accountabilities
- During the Pre-proposal phase, they could support the Business Developer in liaison with clients and partners.
- Once the tender has been issued, under the management of the Proposal Manager, they manage the technical part of the Proposal, including all the external necessary support resources such as but not limited to technical experts, design office engineer, electrical engineer, costing engineer (with the support/ lead of the Proposal Manager), but also purchase and/or O&M expertise when necessary. They make sure that the technical solutions are the most competitive one compared to the Client’s requirements and expectations and the commercial strategy. They perform technical/economical comparison (CAPEX /OPEX) to sustain their analysis. They coach and empower engineers with less experience.
- They define, together with the different technical stakeholders, the most suited plant layout, technologies and process treatment lines.
- They ensure timely production of all design deliverables as well as all relevant technical studies required for the Proposal. This includes the integration of safety and O&M requirements.
- They manage the interfaces between the different technical stakeholders and ensures the consistency of the technical part (design note, electrical scope, equipment price sheet);
- They support the Proposal Manager in the report of all technical risks and opportunities and proposes mark-ups and other mitigation strategies wherever necessary. With the Proposal Manager, they are accountable for the preparation of the technical validation.
- They follow the tender budget for his portion.

The Proposal Engineer is a leader with proven track records in the field of water treatment, management experience/exposure and communication skills. They are an organized leader, good in coordination and focused on target. They enjoy teamwork in multicultural environments as well as the challenge of the tender race.

**WHO WE ARE LOOKING FOR**

**Profile**:

- Bachelor’s technical degree: Industrial, Mechanical Engineering or similar.
- 10+ years’ experience as a Proposal Engineer in the Proposal Department
- Specific knowledge in water treatment processes: drinking water, waste water and desalination
- Electro-Mechanical equipment knowledge.
- Languages: Spanish & English is a must; French is a plus.
- Hard skills, e.g.: coordination of teams, communication skills, technical and processes skills in water treatment, willing to build relationships with internal and external stakeholder, effective behaviour in inter-personal relationships.
- Soft skills, e.g.: Contract management, planning, cost management & control.
- Availability for travelling abroad for short duration periods
