I. General Purpose

Under the supervision of the Cluster Head or his designate or alternate, responsible for the total branch performance primarily realizing the desired profitability target of the assigned branch and directing all operational aspects including customer service, human resources, administration and sales in accordance with the Bank's objectives through generating deposits, loans and other products and services within assigned area of coverage; performing effective and efficient loan portfolio account management of the assigned branch or office while ensuring internal operational controls are properly implemented in accordance with the Bank's policies.

II. Principal Accountabilities

A. BRANCH PROFITABILITY

Sales and Marketing

Solicits potential qualified Enterprise loan applicants and refers them to designated Account Officer (AO) of the branch.

Maintains good relationship with existing clients through random client visitations and creation of other business opportunities such as but not limited to cross-selling of other bank products and services.

In the absence of an EL Account Officer, collects and ensures the authenticity of all documentary requirements needed for credit investigation, evaluation and appraisal.

Reviews loan packages and proposals submitted by Enterprise Loan Account Officers before endorsing it to Credit Department.

In the absence of an EL Account Officer, prepares loan packages and proposals of Enterprise Loans applicants before endorsing it to Credit Department.

Coordinates with Credit Department on progress of endorsed loan applications and proposals.

Validates the veracity of documents submitted by and/or recommended by the Account Officer.

Reviews details of NOLA, REM and/or CHM, Loan Agreement received from Credit Department and forwards to AO for client signature and confirmation.

When necessary or in the absence of an Account Officer, discusses with the client the terms and conditions of the approved loan as contained on the NOLA, Loan Agreement and other pertinent documents.

Ensures that registration and annotation of mortgage documents are undertaken by the assigned AO within the standard processing time. When necessary, undertakes the mortgage procedures to ensure compliance to loan documentary requirements within prescribed processing time.

Conducts product orientation of Consumer Loan (CL) products to division offices, schools, government offices and other type of institutions or organizations whose employees may qualify for the existing consumer loan products of the Bank.

Makes representation of the bank in government and private offices and individuals for the purpose of account expansion and collection of CL products.

Motivates and monitors all branch staff in terms of their cross selling efforts and presentation of loan products and services.

Assesses efficiency of current marketing plans/initiatives and activities; develops and suggests applicable marketing strategies in terms of loan pricing and payment scheme to broaden penetration of target market.

Monitors daily and weekly activities of Account Officers and performs assessment of work outputs compared to submitted weekly plans to determine achievement of targets and level of performance.

Deposit and Fee-based Income Generation

Generates and manages deposit portfolio of the branch.

Ensures that desired deposit volume, portfolio mix and weighted cost of deposits are within the target range for the period.

Conducts cross section selling and meeting desired income derived from all other fee-based products and services of the bank such as but not limited to POS, bills payments and remittance products.

Motivates and monitors branch staff in terms of cross selling efforts and presentation of products and services.

Loan Portfolio Account Management

Ensures that quality of CL portfolio under Account Management is attained according to acceptable Past Due level of the branch at a given period; closely coordinates with and maintains open communication with designated product manager or immediate head assigned to implement strategies to ensure maintenance of quality consumer loans portfolio.

Ensures execution of validation on utilization of loan proceeds against the declared purpose in the loan application of an Enterprise Loan client is timely and properly performed. In the absence of a full time EL Account Officer of the branch, executes the required loan utilization checking procedures to clients booked in the respective branch of assignment.

Ensures the Account Officer's compliance and submission of documentary by the Account Officer prior to loan disbursement and all other requirements granted with approved exceptions including documents due for updating such as but not limited to: Income Tax Return (ITR), Fire Insurance on Building & Improvements, Comprehensive and On-damage Insurance, and Tax Properties on an annual basis and as applicable are complied by the AO in accordance with the approved timeline.

In the absence of an Account Officer, ensures client requirements are updated, complied and submitted. These documents that need updating may not be limited to Income Tax Returns (ITR), Fire Insurance on Building & Improvements, Comprehensive and on-damage insurance, applicable real property tax remittances, and applicable Motor Vehicle Inspection Reports for every six (6) months while the client's loan is outstanding.

Ensures that all original Enterprise Loan documents are sent to Credit Dept. within 10 days after the release of loan.

Monitors loan portfolio on a monthly basis in accordance with the given target and identifies potential market risks.

Ensures that borrowers with missed payments or have been delinquent in its loan obligation is visited, assessed and served with Collection Notices [by the assigned Account Officer].

Regularly monitors delinquent accounts and most especially the Past Due accounts and proposes for necessary actions such as but not limited to loan restructuring or escalation to the Asset Recovery Department for possible collateral foreclosure.

Prepares and submits prescribed weekly and monthly reports such as but not limited to work plans, sales call report, past due work-out plans and among others.

Causes to prepare and submit prescribed reports from Account Officers and other direct reports for review and appropriate endorsement to support departments at the Head Office.

Religiously monitors the number of accounts visited by the Account Officer on a weekly basis based on the assessment form submitted.

May perform validation of signature of clients and other parties in the post approval and mortgage documents submitted by Account Officers prior to submission to Credit Department.

Closely supervises Account Officer for CL operations in terms of loan expansion, account management, portfolio retention, collection monitoring, and implement strategies on delinquency management.

I. BRANCH OPERATIONS & ADMINISTRATIVE MANAGEMENT

Verification and Control

Acts as co-signatory for branch transactions with depository bank up to authorized limits.

Reviews BOO's transactions and signs end-of-day branch reports such as but not limited to the following:

Newly Opened accounts for the day

Closed Accounts for the day

Transactions Override Report.

Dormant Activity Report

Monitors/controls vault combination and key custodianship; acts as primary custodian or alternate of keys for the vault's grill door, safety vault and office.

Serves as custodian of password of the security alarms or devices.

Conducts unannounced cash count (piece count) of Cash-in-Vault, at least once a month, on top of the required daily cash count of branch's CIV.

Monitors and checks vault's daily cash position and transactions and ensures that excess cash and checks are deposited to respective depository banks.

Conducts regular branch operational risk assessment and gives timely feedback to management regarding anticipated risk factors involved.

Ensures compliance to prescribed policies and guidelines set by the management and regulatory bodies.

Conducts random verification of the due diligence conducted by AO for loan applications (NEW and Renewal) on borrower's Know Your Client (KYC) Questionnaire.

Approves branch transactions within authorized limits.

Approval and Overriding

Approves deposit account opening and closure of deposit accounts: voluntary, with zero and negative balances.

Seeks approval for special TD rates.

Observes financial authority as check signatory and approves purchase request within authorized specified limits as set by the Bank (see Table of Authorities).

Approves and overrides withdrawals, encashments, inter-branch transactions, and debit & credit memo within specified authority limits.

Approves payment for branch expenses and liabilities, and cash advances of branch personnel within specified authority limits.

Recommends KYC Questionnaire for EL with justifications if necessary.

Recommends loan applications (New, Renewal, and Restructuring) in the SEAAL.

Funds and Assets Custodianship

Implements security measures set by the bank on safe transport of cash and safety of bank personnel.

Oversees completeness, neatness and safekeeping of all branch credit folders, bank documents, accountable forms and ATM cards.

Oversees safety and maintenance of office building, furniture, fixtures and equipment.

Bank Security and Emergency Response

Ensures that security devices, equipment and infrastructure are functional as designed for and each personnel of the branch observes the security measures set by the bank to properly safeguard funds and other negotiable instruments kept inside the branch.

Takes responsibility in monitoring the security guard's performance and coordinates concerns with the Security Officer (SO).

Undertakes immediate advice and information to the SO of possible risks of insurgent attacks, robbery, fire, calamities and the like.

Ensures that branch is religiously conducting testing of alarms on a monthly basis.

In cases of emergency, acts as Head Marshall and organize an emergency response team; updates the SO, Business Heads and CHRD officers on current conditions of the branch and the branch personnel and recommends necessary actions to be undertaken to address emergency response required.

Closely coordinates with the Security Officer and the Business Continuity Plan Committee during force majeure and other events that may hamper operations of the bank.

Branch Administration

Serves as reliever of the BOO in cases of the latter's emergency leave of absence or when there is no available BOO Pool.

Conducts regular weekly and monthly meetings with branch personnel whereby new policy issuances and updates are to be discussed.

Oversees resolution of branch operations audit findings and ensures that audit exceptions are properly and timely addressed.

Assists concerned departments in the dissemination of policies, procedures, bank safety and security measures for the branch and coordinates with the same on branch requirements and needs.

Exercises administrative control over branch personnel in terms of attendance and observance of working hours; proper office decorum; employees' compliance to office uniforms, and good grooming.

Handles assignment/work scheduling, recommends possible promotion of direct reports and operations personnel.

Ensures that all activities and transactions in the assigned branch are in order in accordance with the acceptable risk parameters of the bank.

Strongly implements discipline among all branch personnel;

Initiates due process in resolving conflicts/issues and minor/branch-level incidents involving branch personnel; submits documentations including incident reports for 201 filing and elevate grave cases to concerned departments such as Fraud, Theft or other branch irregularities requiring more serious disciplinary actions.

Provides guidance and support in addressing client complaints and ensures immediate and appropriate resolution.

Coordinates with other departments or branches on concerns and issues.

Ensures cleanliness of branch premises and repair of signage and other equipment; approves minor repairs and maintenance of office and equipment within authority limits and monitors branch expenses.

Facilitates approval of request for necessary logistical needs of the branch and personnel such as repainting/renovation of office, office supplies, vehicles, etc.;

Gives regular feedback to RBG Operations Manager or RBG Branch Operations Head for operational issues and concerns.

Represents Enterprise Bank, Inc. and to file any criminal, civil, or administrative case in the proper court of jurisdiction, quasi-judicial body or administrative body against the bank's clients with unpaid loan obligations.

Appears or attends in all proceedings including mediation conferences, preliminary conference, pre-trial conference, and any hearing related of certain cases; testify and make any stipulation or admission of facts.

Participates in any amicable settlement with the defaulting clients and enter into and sign a compromise agreement.

Participates to any alternative modes of dispute resolution.

Signs any affidavit, verification, certification of non-forum shopping and other documents necessary for the continuance and/or reconstitution of the aforesaid cases.

Inquires or follow up case status.

Secures all documents to be submitted to court for checking and needs legal advices are checked and verified by Legal Department to ensure that all actions and documentations are correct in favor of the bank.

Forwards or endorses to Legal Department pertinent loan documents and other attachment for accounts subject for the following important action:

Filing for Perjury Case (for Blocked ATM accounts)

Filing of Collection Case

Other action that may affect recovery of the loan

Ensures that all schedule of court settlement will be attended and represented in favor to the bank.

Ensures that all recommendations and approvals of bank transactions are executed in accordance with the existing authority matrix on deposits and branch operations.

Ensures excellent service to prospective and existing clients of the branch in order to maintain good relations thereby promoting profitability and growth.

Actively participates in sourcing and screening of manpower to complement requirement for the branch.

II. COACHING AND MENTORING

Identifies areas for improvement of each direct reports related but not limited to technical skills, performance concerns, attitude, or work behaviour and provides support through coaching and/or training.

Submission of prescribed coaching and mentoring plans in accordance to the coaching and mentoring program of the Bank.

Together with the Account Officer, establishes an agreed target development plan specifying timelines and schedules follow-up coaching sessions to identify progress of achievement of the agreed target developments within the set timelines.

Trains and coaches subordinates for efficient and effective marketing strategies to strengthen and improve marketing skills that will capture the market.

Accompanies Account Officer under his supervision on a random basis in the conduct of client calls to ensure that proper procedures are being done.

Coordinates with RBG Branch Operations on manpower and training and development requirements of branch personnel.

III. OTHERS

Implements branch activities pertinent to the Financial Literacy Awareness program of the bank in accordance to set program and submits required progress reports.

Pay: Php25,000.00 - Php35,000.00 per month
