Project Leadership & Strategy Develop and executeproject strategiesfor surface/production facilities, aligning withbusiness objectives, HSE standards, and local regulationsin North Africa. Defineproject scope, milestones, budgets, and resource allocationfor facility construction, upgrades, or debottlenecking. LeadFEED (Front-End Engineering Design) and EPC (Engineering, Procurement, Construction) phasesfor new or existing facilities. 2. Engineering & Technical Oversight Overseeengineering design, procurement, and constructionof surface facilities, including: Gas/oil processing plants(separation, dehydration, sweetening). Compression and pumping stations . Utility systems(power, water, waste treatment). Piping, instrumentation, and control systems . Ensurecompliance with industry standards(e.g.,API, ASME, ISO, ATEX ) andlocal regulations(e.g., Algerian/Libyan facility codes). Review and approvetechnical drawings, P&IDs, and specificationsfor facility design. 3. Procurement & Vendor Management Leadprocurement strategiesfor equipment, materials, and services, ensuringcost efficiency and local content compliance(e.g., Algerian Law 08-01). Managevendor and contractor performance , includingquality control, delivery schedules, and contract compliance . Coordinate withlogistics teamsto optimizesupply chain and customs clearancefor North African projects. 4. Construction & Commissioning Superviseconstruction, installation, and commissioningof surface facilities, ensuring adherence tosafety, quality, and schedule . Conductsite inspections, progress reviews, and HSE auditsduring construction. Leadpre-commissioning, start-up, and performance testingof facilities, includingpunch list closure and handover to operations . 5. HSE & Compliance Ensurecompliance with HSE standards(e.g.,OSHA, ISO 45001, local regulations ) andenvironmental permitsfor facility operations. Implementrisk assessments, HAZOP studies, and emergency response plansfor surface facilities. Monitoremissions, waste management, and sustainabilityin alignment withNorth African environmental laws . 6. Stakeholder & Government Relations Collaborate withlocal authorities, regulatory bodies, and community stakeholdersto secure permits and address concerns. Engage withoperations, maintenance, and HSE teamsto ensure smooth facility handover and operational readiness. Represent the company inclient meetings, technical reviews, and regulatory audits . 7. Budget & Financial Control Manageproject budgets, cost controls, and financial reporting , ensuring alignment with corporate guidelines. Trackexpenditures, variances, and forecastingfor facility projects. Optimizecapital efficiencyandlifecycle costsfor surface facilities. 8. Digital Transformation & Reporting Implementdigital tools(e.g.,BIM, project management software, IoT monitoring ) to enhance project efficiency. Prepareprogress reports, KPI dashboards, and presentationsfor executive leadership and stakeholders. Promoteinnovation in facility design and construction(e.g., modularization, automation). 9. Team Leadership & Development Leadmultidisciplinary project teams , including engineers, contractors, and operations personnel. Developtraining and mentorship programsfor local engineers and technicians. Foster aculture of safety, quality, and continuous improvementwithin the team.Qualifications: Education: Bachelor’s or Master’s degree in Mechanical, Chemical, or Petroleum Engineering , or related field. PMP (Project Management Professional) or PRINCE2 certificationis a plus. Experience: 10+ years in project management , with a focus onsurface/production facilities(oil/gas processing, gas modular installations, compression, utilities). 5+ years in a leadership rolemanagingEPC projects in North Africa, the Middle East, or emerging markets . Experience withfacility design, construction, commissioning, and HSE compliancein the energy sector. Technical Skills: Project management(planning, scheduling, budgeting, risk management). Facility engineering(process design, P&IDs, equipment specification). Procurement and vendor management(local content, contract negotiation). Construction and commissioning oversight(quality control, HSE compliance). Digital tools(BIM, Primavera, SAP, IoT monitoring). Regulatory compliance(API/ASME standards, North African laws). Soft Skills: Strongleadership, communication, and negotiationabilities. Cross-cultural collaborationand stakeholder management. Problem-solving and decision-makingin high-pressure environments. Languages: Fluent in English(mandatory) Spanish(highly preferred).
