Strategic Leadership Develop and implement theHSE strategyforSpain and North Africa, aligning with business objectives andlocal/regional regulations. Drive aculture of safety, environmental stewardship, and employee wellbeingacross all operations (e.g., energy, industrial, or corporate facilities). 2. Compliance & Risk Management Ensure compliance with: Spanish HSE laws(e.g.,Ley 31/1995 de Prevención de Riesgos Laborales,Real Decreto 39/1997). North African regulations(e.g.,Algerian Law 06-03 on Occupational Health and Safety,Libyan NOC standards). International standards(e.g., ISO 45001, ISO 14001, OSHA). Overseerisk assessments, audits, and inspectionsto identify and mitigate hazards inboth regions. Leadprocess safety management (PSM)andoperational risk assessmentsfor local facilities. 3. Operational Safety ImplementHSE programstailored to: Spain: Process safety (e.g., HAZOP, PHA for refineries/chemical plants), fire/explosion prevention (e.g.,UNE standards), and emergency response (e.g.,Protección Civil). North Africa: Compliance withlocal HSE codes, emergency response coordination withAlgerian/Libyan authorities, and process safety for oil/gas facilities. Ensure adherence toSpanish/EU directives(e.g., SEVESO III) andNorth African guidelines. 4. Environmental Stewardship Manageenvironmental compliancefor: Spain: Emissions reduction (e.g.,Ley 7/2022), waste management (e.g.,Real Decreto 106/2022), and biodiversity conservation. North Africa: Compliance withAlgerian environmental laws(e.g.,Decree 06-285),Libyan regulations, andsustainability initiatives(e.g., flaring reduction, water stewardship). Drivesustainability programsaligned withSpain’s 2030 AgendaandNorth African energy transition plans. 5. Health & Wellbeing Overseeoccupational health programsfor: Spain: Medical services (e.g.,Mutuas), ergonomic/psychosocial risk prevention (e.g.,Ley de Igualdad), and mental health initiatives. North Africa: Heat stress management, H2S safety protocols, andlocal healthcare partnerships. Promotediversity, equity, and inclusion (DEI)in alignment withlocal labor laws. 6. Stakeholder Engagement Collaborate with: Spain:Ministerio para la Transición Ecológica,INSST, and industry groups (e.g.,ASEPAM). North Africa: AlgerianMinistry of Energy, LibyanNOC, and local communities. Engage withexecutive leadership, operations, and legal teamsto align HSE withregional business goals. 7. Team Leadership LeadHSE teams in Spain and North Africa, fosteringtalent development and succession planning. Developtraining programs(inSpanish, English, French, and Arabic) on: Local HSE regulations (e.g., Spanish/EU laws, Algerian/Libyan standards). Process safety, emergency response, and environmental compliance. Build asafety culturethrough behavioral programs and leadership visibility. 8. Local Content & Community Relations Ensure compliance with: Spain:Ley de Contratos del Sector Públicofor procurement and hiring. North Africa:Algerian Law 08-01andLibyan local content requirements. Engage withlocal communitieson HSE matters, includingsocial impact assessmentsandCSR initiatives.Qualifications: Education: Bachelor’s degree inHSE, Environmental Science, Engineering, or related field. Master’s degree or certifications (e.g.,NEBOSH, ISO 45001 Lead Auditor, OSHA 30, SpanishTécnico en PRL, or North African equivalents) preferred. Experience: 15+ years in HSE, with8+ years in a senior leadership role(e.g., HSE Director, VP HSE). Proven track record inHSE strategy, compliance, and cultural transformationinSpain/Southern Europe and North Africa. Experience withSpanish HSE regulations, EU standards, and North African laws(e.g., Algerian/Libyan). Skills: Strongleadership, strategic planning, and stakeholder management. Expertise inHSE regulations (Spanish/EU and North African), risk management, and sustainability practices. Knowledge oflocal labor laws, environmental regulations, and operational requirementsin both regions. Excellentcommunication, negotiation, and problem-solving abilities. Languages: Fluent in Spanish and English(mandatory).
