POSITION SUMMARY

The Safety and Compliance Manager will direct the transportation safety and compliance process and will provide overall support and guidance to the Canadian, regional, and local transportation operations organizations. The Manager will coordinate with the Transportation and Logistics Senior Manager as well as Transportation Operations leadership in crafting short- and long-term strategies in building a culture of safety and compliance within the Transportation organization. This position will introduce and oversee systems and activities to maintain oversight of regulatory compliance status; provide training and professional development for operations management and CMV operators; coordinate and manage the crash management process; conduct audits and inspections of the transportation safety management process; and monitor metrics and indices reflecting performance.

CORE FUNCTIONS

  • Manage and administer all Federal, State, and Canadian transportation regulations as they pertain to maintaining driver qualifications and fleet licensing. This includes ensuring compliant Driver Qualification files, CDL-A and Medical Certifications, FMCSA random drug and alcohol clearing house requirements, administering random drug and alcohol consortium quarterly, and reviewing Hours of Service records.
  • Manage and administer all operational systems and ensure legal compliance with DOT recordable accident registration, reporting and investigations for root cause analysis and mitigation.
  • Manage and administer CSA BASICS scores and perform CSA violation challenges when needed.
  • Review applications and approvals of all new drivers to ensure the fleet is staffed professionally.
  • Manage driver safety and performance programs and reports to Senior Management with recommendations.
  • Coordinate quarterly driver safety meetings for all sites / locations.
  • Manage and oversee driver onboarding and training programs to improve driver efficiency and safety.
  • Administer DOT roadside inspection forms and review responding and challenging findings as necessary.
  • Manage plans to reduce and prevent safety incidents / accidents by monitoring the use of safety and compliance technology and analyzing trend data from those results.
  • Perform ride-alongs with drivers and provide specific training as needed based on observations.
  • Perform regular meetings with the insurance company and their safety staff to ensure good communication and foster a strong relationship to mitigate risk.

QUALIFICATIONS & REQUIREMENTS

Education and Experience

  • A Bachelor's degree in Business Administration, Transportation Management, or a related field OR a minimum of 10 years of equivalent experience in a related industry.
  • 5+ years of FMCSA, DOT and Canadian Provincial safety supervisory or management experience required.

Required Licenses

  • CDL-A license.

Skills, Abilities, and Knowledge

  • Ability to read and understand engineering drawings and specifications.
  • Skilled in Microsoft Office Suite, specifically Excel. Skilled in ERP Software.
  • Ability to communicate effectively with others, both verbally and in writing.
  • Ability to find solutions and deal proactively with work-related problems.
  • Ability to calculate rates, ratios, and percentages. Ability to add, subtract, multiply and divide in whole numbers, fractions, and decimals.
  • Ability to create concepts, practices, and tools to resolve problems or improve current processes.
  • Thorough knowledge of federal, State and Canadian transportation regulations for freight carriers.
  • Proficient in Microsoft Office Suite.
  • Good verbal and written communication skills.
  • Skilled in the use of Descartes Fleet Software and Descartes Fleet Mobility Software.

Travel

  • Occasional travel may be required, up to 20%.

SUPERVISOR RESPONSIBILITIES

  • Individual Contributor: working team member with no oversight of others and no management responsibilities.

PHYSICAL REQUIREMENTS

  • This position is subject to sedentary work; Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involved sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Visual Acuity

  • The worker is required to have visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes.

Working Conditions

  • This position is subject to inside and outside environmental conditions, including heat, noise, vibration, and hazards from a production-based environment.
