Job Description (Roles and Responsibilities)


The British Embassy in Spain is part of a world-wide network, representing British political, economic and consular interests overseas has a vacancy for a Consular Analyst for Spain.


Main purpose of the role:


Coordinate the business planning, operational performance analysis and operations of the Foreign Commonwealth and Development Office's Europe Consular Network, made up of teams across Europe and Central Asia.

Coordinate network-wide communications on behalf of the two Consular Regional Directors (for Europe South and EuroAsia). Organise the agenda, attendance, venue and papers for the twice yearly Joint Network Board (one in-person, one virtual). Oversee the network's budgets and finance through the line management of the Finance Coordinator. Oversee reward and recognition processes for staff throughout the network.

Lead the network's Staff Engagement Group, ensuring that the annual People Survey results are followed up with a clear plan of action, involving all staff.


This role is currently based in Madrid but we are happy to consider applicants based in other locations in Spain.


Roles and responsibilities:


The job-holder will be responsible for writing the Europe Networks' annual Business Plan, in consultation with the Consular Regional Directors, Consular Regional Operations Managers and the rest of the Network team, ensuring that it is kept up to date and that progress against objectives and the risk register are discussed and updated every quarter.

They will organise the twice yearly Joint Network Board meetings (one in-person, one virtual), ensuring that the venue, agenda, logistics, papers and invitees are organised well in advance, in consultation with the Consular Regional Directors, Consular Regional Operations Managers and Network colleagues.

They will act as the Board Secretary at these meetings.


As the line manager to the Network Finance Coordinator they will help the job-holder set performance goals, hold regular performance conversations with them and monitor their performance throughout the year, seeking feedback from a range of colleages and ensuring that the Foreign Commonwealth and Development Office's annual appraisal process is followed.

They will support the Finance Coordinator on the more complex and strategic aspects of their role, ensuring that budget forecasting across the network is realistic and that teams' spend matches their annual budget allocation.

The job-holder will lead the European networks' Staff Engagement Group.

They will ensure that the results of the annual Foreign Commonwealth and Development Office's People Survey are followed up and acted upon, giving advice and analysis to the two Consular Regional Directors, comunicating the Survey reults to all staff and working with them to produce a meaningful action plan with regular updates and evaluation.

They will ensure that the Staff Engagement Group has at least quarterly planning meetings and works together to develop targeted activities which meet the needs of staff.

Essential qualifications, skills and experience

  • Fluent English (both written and spoken, minimum C1 Level for CEFR framework*)
  • Ability to work as part of a diverse team
  • Excellent communication and presentation skills: written and oral
  • Aptitude to analyse and process complex information quickly
  • Excellent organisational and information management skills
  • Ability to meet deadlines
  • Ability to travel within your region
Desirable qualifications, skills and experience

  • Experience of working for HM Government
  • Experience of consular work
  • Spanish language skills
