Durante la decimoquinta reunión de la Conferencia de las Partes del Convenio sobre la Diversidad Biológica, se adoptará un marco mundial de biodiversdad posterior a 2020 como un paso hacia la Visión 2050 de "Vivir en armonía con la naturaleza".
En su decisión 14/34, la Conferencia de las Partes del Convenio sobre la Diversidad Biológica adoptó un proceso integral y participativo para la preparación del marco mundial de la diversidad biológica (GBF-EAS) posterior a 2020.
El proceso adoptado por las Partes para desarrollar el "Marco Mundial de la Diversidad Biológica Posterior a 2020" tiene como objetivo acelerar la preparación y las acciones tempranas para implementar el Marco Global de Biodiversidad posterior a 2020 brindando apoyo financiero y técnico a las Partes del Convenio sobre la Diversidad Biológica (CDB) elegibles para el Fondo Mundial para el Medio Ambiente (GEF) en su trabajo para revisar y alinear sus objetivos nacionales, Estrategia Nacional de Biodiversidad y Planes de Acción (NBSAP), marcos de política, marcos de monitoreo y financiamiento con el Marco Global de Biodiversidad.
- Revisión rápida de NBSAP para la alineación con el GBF posterior a 2020.
- Evaluación de los sistemas de monitoreo.
- Alineación política e institucional y revisión de la coherencia con el Marco Global de Biodiversidad.
- Actividades de financiación de la biodiversidad, que incluye el Plan de Financiamiento al 2030.
Dentro de este contexto, se requiere la contratación de un/una Asociado(a) de Proyecto en Biodiversidad, que lidere la implementación técnica del proyecto del GEF GBF-EAS Ecuador, bajo la supervisión del Coordinador de la Unidad de Gestión del Proyecto.
Alcance del trabajo:
El Asociado(a) de Proyecto en Biodiversidad a contratar tendrá como responsabilidad el desarrollo eficiente de las siguientes tareas:
- Acompañar a la coordinación del proyecto en la gestión y desarrollo de actividades para la obtención de insumos relacionados con la Estrategia Nacional de Biodiversidad y su Plan de Acción (2021), sus sistemas de monitoreo y respectiva estrategia de financiamiento
- Sistematizar la revisión la Estrategia Nacional de Biodiversidad y su Plan de Acción y redactar el documento de alineación y coherencia a políticas y objetivos nacionales.
- Generar términos de referencia y apoyar en los procesos de contratación de consultores y realizar el seguimiento a los cronogramas, productos y resultados del proyecto GEF GFA-EAS.
- Realizar revisiones de literatura, gestión del conocimiento, compilación de información y recopilación de datos sobre temas pertinentes al proyecto, tales como, biodiversidad y ecosistema en contextos nacionales, locales e internacionales, desarrollo sostenible, entre otros.
- Elaborar documentos e informes requeridos que muestren las actividades realizadas y el avance en la ejecución del proyecto.
- Dar acompañamiento en la comunicación con los socios clave del proyecto y realizar reuniones, talleres y sesiones de trabajo con actores del sector público, academia, sector privado y sociedad civil.
- Otras actividades adicionales solicitadas por la coordinación en relación a la ejecución del proyecto.
Acuerdo Institucional:
La persona contratada estará bajo la supervisión directa de la Coordinación del Proyecto GEF GBF-EAS y del PNUD a través de su Oficina de País.
Adicionalmente, deberá coordinar sus actividades conjuntamente con los puntos focales definidos para el proyecto desde los diferentes Ministerios, entidades público-privadas y de la economía popular y solidaria, gremios y otros posibles actores relacionados al proyecto.
