DutiesYou will perform the specification planning to include estimating and material sourcing, specification preparation, evaluations, surveillance, and monitoring of all repairs, overhauls, alterations and conversions of surface combatant vessels.

You will conduct analysis of industrial control systems to enable accurate assessment of adjustments (e.g., design, operation, maintenance).You will recommend solutions to problems associated with shipbuilding.

You will monitor contractor's performance to determine compliance with contract specifications.
You will compile written reports to provide status or project updates.
You will utilize various procedures and standards to prepare labor, supervision, equipment and material cost estimates.
You will analyze condition found reports to evaluate request for contract modifications and change in orders.
You will perform long range planning, estimating and accomplishing technical analysis of customer and contractor proposals.

You will conduct procedure review, procedure evaluation, corrective action, product verification inspections and data evaluations to ensure authorized work is accomplished.

This is an overseas position.

You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI V1230:
position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

The incumbent will be required to pass a near distance vision test annually (J-1 Jaeger or equivalent) with no color deficiency.

Incumbent will be required to be National Association Corrosion Engineers Coating Inspector Program (NACE CIPl) qualified or AMPP NAVSEA Basic Paint Inspector (NBPI) certified for paint coating inspections.

Incumbent may be required to be Non Destructive Testing (NOT) qualified or complete Weld/Braze Workmanship training for welding inspections. The position also requires computer training and operation of Navy unique programs/systems.
Incumbent will be required to satisfactory complete the CNRMC workforce development training within two years of employment. Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.


Specialized experience must demonstrate the following:
1) Recommending alternatives to assist in solving technical problems associated with all facets of ship maintenance;
2) Developing work specifications, detailed reports and statements of work to support the planning of shipbuilding, ship repair, and modernization availabilities;
3) Reviewing and invoking technical requirements to ensure compliance with appropriate shipbuilding procedures, contracts and specifications during the planning and execution stage; and
4) Providing oversight of shipboard production work to ensure projects are completed according to schedule, work specification and quality.

Physical Demands:
The work requirements are between office, shipboard and shipyard industrial work sites. Shipyard/Shipboard work sites require

extensive physical exertion, at times walking climbing in and out of ship spaces, compartments, up and down ladders on the ship, in and out of tanks and dry-docks.

The position requires frequent squatting stooping, kneeling and crouching to gain access to the work areas in order to facilitate inspections.

The incumbent may be subjected to high levels of noise, heat or cold.

Work Environment:
The work necessitates regular visits to the ship and contractor facilities/shops. These visits are accomplished in all weather conditions, which may involve moderate to high risks and at time discomfort. At all times, safety precautions must be taken.

The incumbent may be exposed to strong odors and fumes from paint, fuels and chemicals used in many work processes.

The incumbent may be subjected to high noise levels while shipboard and in contractor shops during all work phases. The incumbent may be required to climb ladders, scaffolding, step through hatches, descend through scuttles and shipboard structures to perform
inspections. Daily use of safety equipment is an occupational requirement.

Personal protective gear consists of hard hat, safety glasses, ear plugs and/or muffs, and steel toe safety shoes at a minimum.

Travel may be required within and outside the responsibility in the activity's AOR and on ships underway.
