The Position

The Housing Authority (HA) Program Supervisor is responsible for the supervision of Family Service Agency’s contract with the Housing Authority for the City of Santa Barbara. Supervision responsibilities include managing, developing, and directing staff, policies and procedures, working with the CEO on budget oversight, maintaining and creating relationships with public and private community partners, and providing support to the Agency’s fundraising and marketing activities. The Housing Authority Supervisor will also provide mental health direct services and interventions within the specifications of the contract.

One of the primary purposes of the Housing Authority contract is to prevent evictions. This is achieved by helping stabilize situations, through crisis intervention, connection with resources, case management, and mental and behavioral health services. Staff provide intensive case management and crisis intervention services to adults, seniors, and families in order to improve their holistic well-being. Case management services address goals related to housing, physical and mental health, and other social factors. FSA staff function as part of the Housing Authority Supportive Services Program; the majority of referrals received are from Housing Authority staff.

FSA strives to be a trauma-informed and resilience-oriented organization. Because working with those impacted by trauma can affect staff in various ways, FSA actively identifies and employs methods to support staff to embody a healthy and sustainable balance of care for both themselves and others.

Sample Job Duties and Responsibilities

1. Staff Supervision

Maintain staffing levels by recruiting, interviewing, selecting, orienting, developing, and evaluating.

Meet individually with direct reports on a weekly and/or biweekly basis to provide ongoing feedback and direction, support, consultation, and discuss any corrective actions as necessary.

Provide group case consultation for staff on a weekly basis to support their direct service work with clients.

Provide Clinical Supervision to clinical staff if appropriately credentialed.

Conduct formal employee yearly evaluations to set goals based on performance and program objectives.

Maintain a safe and inclusive work environment by establishing and enforcing FSA standards and adhering to legal regulations.

2. Program Development, Compliance, and Evaluation

Provide supervision and direction for the contract with the Housing Authority of the City of Santa Barbara.

Cultivate and maintain effective relationships with the Housing Authority staff. Work closely with the Housing Authority in ensuring project effectiveness.

Oversee quality controls for the program including monitoring program outcomes, evaluating program effectiveness, and staying current with research in the field.

Oversee CalAIM service implementation within the Housing Authority contract, in coordination with the FSA CalAIM Manager and other FSA service programs implementing CalAIM benefits.

Work with the CEO in developing and overseeing the program budget.

3. Direct Service

Maintain caseload of mental health and/or case management clients. Mental health, case management and/or intervention services are provided at offices, clients’ homes, and in the community.

4. Community Partnerships

Represent FSA with funders and the larger community, and contribute to grant writing, fund development, and marketing as needed.

Network and collaborate with community partners to cultivate relationships to increase FSA’s visibility and position in the community.

5. Management Team Member

Participate in Program Management Team meetings to ensure alignment in program operations and strategic program development.

Participate in the ongoing development, evaluation, and implementation of operational and strategic plans.

Ability to respond to the community and offer support in a crisis.

Cultivate a climate that invites and motivates employees from diverse backgrounds, providing the platform and support to grow and lead at FSA.
