Job Title: Strategic Workforce & Emiratization Unit Head

Role Purpose

Manage the Emiratization Strategic Workforce in-line with the overall DCT and tourism strategy. Drive the implementation procedures and monitor effectiveness to support in continuous achievements of individual and unit objectives.

Key Responsibilities

Annual Planning & Performance Management

Contribute to the development of the unit’s annual business plan in order to ensure that the activities and plans are aligned and congruent with the needs and plans of the department.

Monitor performance and prepare periodic reports of the unit, to ensure employee performance is continually measured and addressed in a timely and effective manner.

Emiratization & Strategic Workforce Operations

Lead on the implementation of Emiratization plans and strategy with the objective of sourcing, developing and retaining skilled and talented Emirati work force in-line with the tourism strategy.

Identify short-term, medium-term and long-term workforce needs to ensure all programs are aligned to the numbers projected by the industry.

Lead on the conduction of studies on capacity development involving future demand forecasts and workforce capacity and capability requirements across DCT sectors/departments for effective Emiratization planning process.

Direct the team to work with Line Managers and resourcing managers to develop resourcing plans targeted at the UAE National population.

Lead on the creation of a system to enable industry-wide reporting on occupations, workforce projections, and skill needs in-line with the defined strategy.

Implement a robust talent development system to attract, recruit, develop and retain high performers.

Execute effective processes of sourcing Emirati talent to deliver top-quality hires and meet hiring plans in a timely and consistent approach.

Ensure delivering targeted programs required towards reducing the gap between

projected demand and supply, as identified through the studies undertaken.

Shared Activity

Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies.

Lead the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.

Carry out any other duties and responsibilities related to the role at the request of the direct manager.

Manage and ensure effective implementation of functional policies, procedures, and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.

Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.

Demonstrate compliance to the organization’s values and ethics at all times to support the establishment of a value-driven culture within the organization

Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.

Qualifications

Bachelor’s degree (Master’s degree preferred) in Business Administration, Hospitality Management, or any other decree within relevant industry.

Experience

At least 5 to 6 years’ of experience in capability development or hospitality or equivalent

Skills

Full professional English proficiency both in speaking and writing

Arabic bilingual desirable but not mandatory

Skilled in MS Office (PowerPoint, Word and Excel)

Administrative skills and attention to detail

Self-motivated with a proven ability to complete work in a timely manner

Expert knowledge on rebates schemes, preferably accustomed with UAE best practices

Experience with business planning

Extensive experience with program management related to finance and policy
